  • Serves as a Lead Human Resources Information Systems Specialist serving as the functional authority for the design, implementation and operation of Human Resources (HR) automated data systems.
  • Consults with customers to analyze business needs and develop decision support products based on report intent, available data, output requirements and inclusion of internal checks and controls
  • Analyzes existing or proposed business processes and systems to provide recommendations for automation of functions.
  • Performs systems inquiries to extract data from available systems, researches and analyzes data quality, identifies and tracks trends, and develops solutions to systemic problems.
  • Develops and enhances standard operating procedures and user documentation to support the use and functionality of HR automated tools and systems.
  • Ensures that all functional, technical and architectural requirements are met in the development, testing, debugging, documentation, validation, evaluation and fielding of automated personnel systems meeting the needs of customers of all levels.
  • Represents the agency at conferences and meetings to discuss, new regulations, procedures and system development efforts. Interfaces with DFAS headquarters and Information and Technology organization managers for a full range of requirements.
  • Leads a team of Human Resources Information Systems Specialist who provide advisory and consultative services involving a full spectrum of information systems functions for the Defense Finance and Accounting Service.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience is defined as: participating in the management of data warehousing and business intelligence reporting tools; serving as the technical project officer for the design, implementation and operation of automated data systems; working with customers on data interpretation and analysis; and advising customers of new developments and advanced technologies in information management and business decision support tools.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

Education

There is no substitution of education for specialized experience at this grade level.

If the incumbent is not already certified based on the category, specialty, and level identified the incumbent must obtain the necessary certification within six (6) months of entry on duty into this IA position. Once certified, the incumbent must meet the continuing education training requirements as outlined in DFASI 8570.01-I.
