**This position requires in-person attendance at the OIG office in Rockville, Maryland, at least three days per week, totaling six days per pay period, subject to revision by the Inspector General. This is NOT, and will not be, a fully remote position. The person selected for this position will be required to relocate to the Washington, DC metropolitan area within 120 days after accepting the position if residing more than 50 miles from NRC headquarters.**
As an Investigator for the Office of the Inspector General, you will perform, in a developmental capacity, investigations of possible violations of criminal laws or regulations and other irregularities in the administration of Nuclear Regulatory Commission programs and activities. You will support highly sensitive and highly complex investigative technical matters. You will also maintain liaison with other key law enforcement and investigative personnel in other departments and agencies.
SELECTIVE FACTOR:
OIG's responsibility for detecting and preventing fraud, waste, and abuse within NRC includes investigating allegations of misconduct by staff whose positions directly impact public health and safety; investigating allegations of failure by NRC management to ensure that health and safety matters are appropriately addressed; and investigating allegations of failure by NRC to appropriately transact nuclear regulation publicly.
Therefore, in addition to the minimum qualification requirements, candidates for this position must clearly demonstrate the ability to apply professional engineering and/or scientific data, concepts, theories, and practices to investigate allegations that directly impact NRC's ability to ensure adequate protection of public health and safety, promote the common defense and security, and protect the environment.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
Specialized experience is experience and training that equipped you with the ability to conduct investigations and/or inspections of allegations to determine violations of laws, regulations, and/or procedures. Specialized experience also includes the ability to prepare concise and accurate reports of investigations, inspections, and/or allegations.
The ideal candidate will be able to demonstrate the following:
1. Ability to gain knowledge of Federal criminal laws, contract and procurement fraud, and appropriate investigative techniques. (Describe the type of experience and/or training that you have participated in which demonstrates your ability to gain knowledge of investigative, inspection, or allegation techniques and procedures. Describe your ability to collect, prepare, document, and preserve physical and documentary evidence. Also, describe the experience and/or training which demonstrates your skill in gathering facts through methods such as interview, observation, contacts with complainants, and records reviews to establish facts or obtain evidence.)
2. Ability to prepare written investigative, inspection, allegation, or other types of summaries and reports that are accurate, understandable, thorough, clear, and objective. (Describe any experience and/or training which demonstrates your ability to accurately communicate information in investigative, inspection, allegation, or other similar reports in writing. Explain the skills you use to prepare investigative or other reports that are accurate, understandable, thorough, clear, concise, and objective. Describe how you meet deadlines in preparing reports. Describe your most challenging writing assignments.)
3. Effective oral communications. (Describe the various levels of individuals you interact with and for what purposes. Provide examples of specific assignments or projects that required you to use tact and diplomacy to achieve cooperation. What techniques do you use to develop effective working relationships?)
4. Ability to organize, analyze, interpret, and evaluate engineering and/or scientific data sufficient to investigate allegations that impact NRC's public health and safety mission.

If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
