Help
  • Analyzes and evaluates operations and process for efficiency, effectiveness, and productivity on a quantitative or qualitative basis for program operations or human capital planning.
  • Research new program operations and techniques to promote economy and incorporate in long-term financial planning.
  • Supports data collection efforts including data cleaning and organization, maintains databases and system.
  • Assists with developing current and future strategies and initiatives designed to better integrate data analysis between resource and human capital planning.
  • Assists in identifying program deficiencies and recommending solutions.
  • Develops intermediate dashboards and tools using business intelligence applications such as tableau and Power BI.
  • Applies modeling and forecasting to workforce planning scenarios such as predictive attrition.
  • Develops quantitative methods and models to support workforce planning.
  • Assists with developing current and future strategies and initiatives designed to better integrate data analysis between resource and human capital planning.
  • Assists with budget formulation and execution responsibilities including forecasting and monitoring of resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the 11/14/2022 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience GS-09: You must possess at least one year of specialized experience at the next lower grade level equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience MUST include:

  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation;
  • Knowledge of administrative regulations and operating procedures plus skill in applying fact-finding and investigative techniques to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations;
  • Knowledge of established management principles, pertinent administrative regulations, and staffing guidelines;
  • knowledge of statistical software such as R and Stata to conduct quantitative analysis on financial and operational issues; and
  • Demonstrated ability to create visual representations of data using software such as tableau.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts must be provided.)

You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
