Duties

Help
  • Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert federal civilian HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
  • Serve as a senior HR Specialist, applying the full range of civilian HR methods, principles and practices to advise on and/or resolve the full range of operational problems in the areas of recruitment and placement and classification.
  • Analyze and classify individual positions descriptions.
  • Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
  • Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
  • Manage and maintain full visibility over all Request for Personnel Actions (RPAs) from cradle to grave.
  • Mentor and conduct informal on-the-job training for lower graded human resource personnel.

Qualifications

The Modified Term employee must meet the following requirements for consideration:

  • Be a Current Department of the Army Modified Term employee within the organization appointed under open, competitive examination to the Term position; and
  • The Modified Term announcement appointed from stated the potential for subsequent conversion to a career-conditional or career appointment; and
  • Must have completed at least 2 years of current continuous service under a term appointment in the competitive service.
  • Performance rating showing they have performed at an acceptable level.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Interpreting and applying federal civilian human resources classification, recruitment and placement regulations, laws, policies and practices in regards to Federal Civilian pay plans such as General Schedule and Federal Wage System, et. 2) Advising on procedural and regulatory requirements governing the merit promotion process and the use of internal/external recruitment strategies to aid in strategic recruitment planning for Federal Civilian positions; 3) Creating federal civilian job announcements, determining applicant eligibility and qualifications, and issuing referral lists utilizing an automated tool such as USA Staffing; 4) Setting pay on a variety of personnel actions in the Federal Civilian service; 5) Providing position classification advisory services and classifying Federal Civilian positions; 6) utilizing civilian human resource automation/software such as DCPDS to process personnel actions; and 7) Providing technical advice and quality control review to lower graded human resource specialist.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
