Summary

This position is located in the National Institute of Food and Agriculture (NIFA) in the Institute of Youth, Family & Community mission area. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will promote the research, education and extension portfolio to advance the strategic goals and management objectives of NIFA and the administration.

Duties

Help
  • Actively engages in multi-Institute trans-disciplinary teams to address mission critical priorities.
  • Participates with the Division Director, Senior National Program Leader or designee in developing and maintaining networks, liaisons, and collaborations between partners and stakeholders both within and outside NIFA.
  • Participates in responding to immediate, short-term issues and opportunities that are compatible with the mission of NIFA by developing background information and making recommendations.
  • Maintains technical and disciplinary competence and keeps abreast of emerging topics, trends, and issues in order to identify mission-relevant programmatic responses to existing and emerging problems, needs and opportunities.
  • Serves as an active member of regional and national committees, work groups, and task forces.
  • Participates in the coordination and integration of specific programs within and outside NIFA. Maintains existing programs, suggests modifications and possible solutions to obstacles, and works to implement all program aspects.
  • Provides input into establishing goals and objectives for programs; allocating resources for specific programs; and stimulating new thinking or redirection of program efforts to enhance program capability.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.

Basic Requirements for the 401 series:
Degree: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Basic Requirements for the 101 series:
Degree: Behavioral or Social Science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience coordinating and analyzing data for the development of policies to implement programs to enhance food and agriculture; collaborate with various stakeholders to gather information on the performance of agricultural research, extension, or education activities; and assisting in conducting program evaluations to improve the administration and efficacy of research, education, and extension programs.

Additional Information
Related disciplines for basic requirement include: plant pathology/plant protection, microbiology with an emphasis on molecular biology, plant-microbe interactions, molecular genetics, bacteriology, mycology, and the plant microbiome, food science, including meat processing, food safety, food technology, and quality assurance; human nutrition, including nutrition education, health equity, and behavioral economics; natural resource economics, including environmental economics of climate change and conservation policy, environmental sustainability, and valuation of ecosystem services and natural resources; adoption of technology or conservation practices, including economics and sociology; agricultural sciences with an emphasis in traditional ecological knowledge; education; or workforce development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
