The incumbent serves as Supervisory Ecologist/Soil Scientist/Microbiologist (Research Leader) of the Agroecosystems Management Research Unit of the USDA, Agricultural Research Service (ARS), National Laboratory for Agriculture and the Environment (NLAE), Ames, Iowa. The Research Unit's mission is to quantify interactions between soils, crops, and animals to develop solutions that increase efficiency and resiliency and decrease of environmental impacts of production systems.

Duties

Help
  • Specific personal research objectives may include:
  • Build effective multidisciplinary teams that use a systems approach and ecosystems data that support National Programs 101, 211, and stakeholder needs; and collaborate with NP212, and 216 teams at NLAE.
  • Use an integrated modeling approach and ecosystems data to evaluate effects of agricultural practices on soil health, water quality, and develop sustainable food production systems across regions.
  • Evaluate impacts of agricultural practices on soil community ecology and sediment fate, and interactions between terrestrial and aquatic ecosystems.
  • Develop conservation and manure management practices that enhance nutrient use efficiency and reduce losses to surface/subsurface water, thereby improving water quality.
  • Use state-of-the-art analytical techniques for antibiotics and other analytes in environmental samples.
  • Perform, modify, and improve molecular microbiology and soil ecology techniques.
  • Advance measurement and modeling techniques associated with nutrient, sediment, water, or emerging contaminant transport and fate at the field and watershed scale.
  • Promote a system of systems understanding of the interactions and feedbacks of crop, soil, and freshwater ecosystems, and manure ecosystem dynamics for the benefit of both production and the environment.
  • Supervisory duties include:
  • Providing vision, establishing and maintaining an advisory stakeholder base and developing research programs to address stakeholder priorities.
  • Exercising leadership and supervising personnel assigned to the unit that promotes scholarship and team effort.
  • Maximizing the creativity and productivity of the unit.
  • Hiring personnel and managing the human, fiscal and physical resources assigned to the unit.
  • Serving as the Unit fund holder.
  • Providing technical information and consultation both internal and external to Agricultural Research Service.
  • Ensuring the proper interpretation and reporting of scientific research results.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:

Microbiology Series, 0403
Individual Occupational Requirements

  • Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

  • Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education.

Ecology Series, 0408
Individual Occupational Requirements
  • Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Soil Science Series, 0470
Individual Occupational Requirements
  • Degree: soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.

  • Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.
Additional Requirements

In addition to meeting the basic requirements for one of the series described above, applicants must also meet the additional qualifications requirements as stated below.

GS-14: Applicants must have 1 year of specialized experience (defined below) equivalent to at least the GS-13 grade level in the Federal Service.
  • Planning and conducting independent research related to factors affecting crop, soil and manure management and how it impacts water quality, emphasizing flux transport and survival of bacteria, viruses, antibiotics, and antibiotic-resistant bacteria; AND
  • Publishing related research results in peer-reviewed scientific journals; AND
  • Managing personnel, materials, equipment, resources, and facilities needed to accomplish research goals; AND
  • Working with stakeholders to enhance research efforts and writing grant proposals to expand existing programs.
GS-15: Applicants must have 1 year of specialized experience (defined below) equivalent to at least the GS-14 grade level in the Federal Service.
  • Leading a multidisciplinary team conducting research related to factors affecting soil and manure management and how it impacts water quality, emphasizing transport and survival of bacteria, viruses, antibiotics, and antibiotic-resistant bacteria AND
  • Publishing related research results as first or corresponding author in peer-reviewed scientific journals; AND
  • Being invited to present research findings at scientific conferences, either in person or virtually; AND
  • Managing personnel, materials, equipment, resources, and facilities needed to accomplish research goals; AND
  • Developing and maintaining relationships with commodity groups or other stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Supervisory/Managerial Competencies -the following KSAs will also be used to evaluate candidates in the interview and selection process:
1. Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)
2. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.
