Summary

Furnishes advice, opinions, and assistance with regards to legal and policy matters arising in the conduct of IAF business including supporting the Board's governance and oversight function.
Reviews for legal sufficiency and policy compliance, project proposals which come to the IAF from a variety of sources, both foreign and domestic, private, regional, and international organizations.
Oversee and manage an internal legal team which include in-house attorneys and a paralegal.
Develops or adapts grants, contracts, agreements, leases, and other formats for use in formal agreements.
Drafts or reviews for legal sufficiency grants and agreements on behalf of the IAF. Advises IAF staff who negotiate grants, contracts, leases, or agreements with external agents and may negotiate directly on behalf of the IAF when warranted.
Serves as a member of the agency's senior leadership, with shared authority and responsibility for a range of issues that are the long-term drivers of the agency's success.
Drafts and/or reviews agency policies to ensure compliance with appropriate Federal laws, regulations, and other policy/ legal guidance or directives.
Responsible for the IAF's ethics program. Administers and provides review of financial disclosure and outside activities reports,and conducts the annual training program.

Provides guidance to staff, Board, Advisory Council, and potential nominees on a variety of government ethics issues, including conflicts of interests, acceptance of gifts, and outside activities.
Reviews and provides agency clearance during the nomination process for Board members.

Qualifications
You must meet all of the following qualification requirements:
1. You must possess a J.D./LL.B. Law Degree from an accredited college or university. (You must submit a copy of your transcripts.)
2. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. (You must submit a copy to verify your standing.)
3. You must have at least 7 years of broad, responsible professional legal experience performing professional legal work as a licensed attorney, providing advice in a General Counsel's office, or a federal or other government agency, or in a law firm, or private sector organization. This experience must demonstrate knowledge of U.S. domestic law and regulations as these relate to international assistance programs and Federal agency administrative operations.
Work experience must also include researching, analyzing, and preparing verbal advice and written briefs, memoranda, and/or other legal documents in two or more of the following areas: Federal Personnel and EEO law; Appropriations Law; laws, regulations, OMB circulars and other rules applicable to Federal grant-making; or Federal administrative law (FOIA, Ethics in Government Act, Sunshine Act, and/or others).
All experience must clearly be described in your resume in order to receive credit.
Fluency in English is required and to have at least one of the principle languages of countries with whom IAF interacts (Spanish, French, Portuguese, or Haitian Creole) is desired.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
Stipulations of Employment:
Selection for this term position may require serving a 1-year trial period.
