The Digital Strategy Director reports to the Chief Information Officer (CIO) and is responsible for defining and leading the digital strategy of the Library of Congress, and additional information technology (IT) support responsibilities.
The Digital Strategy Director collaborates across all Service Units of the Library in developing the agency's digital strategy, leading the Library's implementation, reporting on progress, risk, and value to the Library, and educating all stakeholders on the opportunities presented to the Library by digital technologies. The incumbent applies their knowledge of digital capabilities and technologies, as well as the Library mission, operations, and culture, to define and implement the Library's Digital Strategy. The incumbent is a senior IT leader, able to conceptualize the application of digital solutions to Library strategic, financial, operational, and technical challenges. The incumbent is also an implementer, able to work collaboratively with stakeholders, technologists, and project teams to effectively and accurately plan, implement, and deliver digital strategy initiatives to the Library. The incumbent works with the CIO to effectively define, integrate, manage, report, and deliver the value of digital strategies at the Library. The incumbent engages with all Service Units to leverage digital capabilities and technologies to further the mission of the Library.
Envisions and leads the development and implementation of the Library's Digital Strategy framework. Works with Library executive leadership, OCIO, and stakeholders from all Service Units to collaboratively define the goals, timeline, and constraints of the Library's Digital Strategy. Identifies, characterizes, quantifies, and prioritizes potential sources of strategic, financial, operational, or technical value that are presented to the Library by Digital Initiatives. Develops P1e Library's Digital Roadmap - a high level, multi-year implementation plan for the Library's Digital Strategy. Oversees the execution of the Digital Roadmap, reports on progress, successes, risks, and overall project performance. Defines and implements a governance framework for the Library's Digital Strategy that integrates the Digital Strategy into the Library's I Strategic Planning Process, and includes an ongoing, repeating cycle of Digital Strategy review, refresh, and reporting.
Engages with Library Executive Leadership, Service Units, and OCIO to identify potential sources of strategic, operational, financial, or technical value to be gained from Digital Capabilities. Works with stakeholders, the ITSC, the ARB, OCIO's service strategy and service planning functions to identify potential investments to achieve that value for the Library. Supports the ITIM process to quantify the cost, benefit, and risk profile of identified projects. Defines the Digital Strategy Portfolio structure to categorize all Digital Initiatives and demonstrate an effective Digital Strategy Investment plan and project value reporting structure. Through the Digital Strategy governance framework, continuously refreshes the Digital Strategy Portfolio with investments that reflect the Library's Executive leadership strategies and priorities.
Defines, establishes, maintains, and executes a portfolio and project monitoring and reporting framework for all programs in the Digital Strategy Portfolio. This framework addresses project level cost, delivery, risk, and performance, as well as portfolio-level performance and risk management. The framework provides Library Executive Leadership, Service Unit Leadership, and OCIO with an accurate, timely, and comprehensive understanding of the investment and risk performance of the Digital Strategy, including non-quantifiable considerations and trends.
Continuously learns and presents leading edge digital technologies, approaches, methodologies, and practices to the Library. Develops and maintains ongoing relationships with technology vendors, across all phases of maturity - from established, long term industry leaders to mid-tier companies to start ups. Develops and maintains ongoing relationships with government, industry, and market analysts to establish a reliable source of information on digital capabilities that are being brought to the market and applied by organizations similar to the Library. Develops and maintains a thought leadership role in the Federal government and private sector for the application of digital capabilities to Library management, provision of Library services to the blind and handicapped, provision of expert legislative analysis, and the registration and management of copyright related materials.
