The incumbent:

  • Builds and mentors a small team of product managers focusing on delivering immersive, user-centered digital products for the public; developing tools, processes and templates for the growing team; designing and delivers an expanding suite of digital features and products.
  • Establishes a vision to ensure all stakeholders have a shared understanding of product objectives, goals, and metrics; analyzes market demand and market fit, do competitive analysis, and guide build vs. buy or reuse approaches; creates a product strategy and roadmap and develops a communications strategy supporting product goals; identifies and proactively monitors and addresses product risks; leads and participates with cross-functional team designers, producers, and developers to ensure the right product is delivered to the right audience; works with the team to set and meet quality standards for any product built; uses evidence (user research, analytics, and other metrics) to make product decisions; and ensures products comply with Gallery regulations and WCAG 2.1 standards.
  • Builds institutional expertise around product management; shares best practices and tools with peers across the organization; collaborates and shares insights and opinions with other product managers; shares lessons learned with peers and leaders to help guide the Division’s approach to digital transformation; keeps abreast of product management best practices and implements them  into the organization; keeps abreast of new technologies and how they could help solve user, visitor, and National Gallery challenges; continually seeks out new product management tools that could improve the way we work.
  • Develops and maintains transparent, strategic roadmaps and specifications for an expanding suite of new and existing digital products; defines priorities on an ongoing basis by clearly articulating user problems, delivery timelines, trade offs, objectives and key results for various initiatives.
  • Partners with stakeholders, design team, and engineering to identify and actualize new features for digital products, including tools, templates and integrations with other products (e.g., native apps, email platform, games, CRM, websites).
  • Co-leads the discovery and design process for public digital products.
  • Leads and/or participates in Agile sprint meetings: planning, grooming, retros, standups.
  • Translates ideas into actionable product requirements and user stories for designers and engineers; work with the development teams to clarify stories and provide detail needed to estimate and execute on planned work.
  • Tests products at various stages of development to ensure seamless roll outs for our users.
  • Monitors and analyzes key performance metrics to measure the impact of new features and unearth insights about how the products are being used, using the feedback to inform and adapt road maps.
  • Conducts training and outreach to internal teams as well as external customers; influences and communicates the vision to a wide variety of key stakeholders and leadership.
  • Builds strong partnerships across disciplines and divisions, such as Design, Product, Engineering, Visitor Experience,  Public Programs and Curatorial, and Marketing to deeply understand user needs and business objectives.
  • Reinforces a design-thinking culture that leverages the best product, technology, and innovative talent.
  • Supports the Head of Product in developing processes, tools and templates to standardize product management across the National Gallery.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for GS-2210-14. Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-13 level in the Federal service, being responsible for leading cross-functional teams to deliver user-centered products using agile methodologies and modern software development practices.

Other Relevant Eligibility Criteria:

  • 4+ years experience product management experience
  • 1+ years leading, mentoring, and coaching product managers
  • At least 4 years of digital industry experience for consumers
  • Familiarity with ticketing software or project management tools such as JIRA
  • Experience writing acceptance criteria or product requirements

  • Mastery knowledge of and demonstrated experience in applying internet services concepts and best practices; internet services architecture; interrelationships of multiple IT disciplines; and  project management principles sufficient to lead the development of internet policies; identify policy needs and priorities; establish policy development agendas; and prepare and implement metrics for measuring policy effectiveness.
  • Mastery knowledge of data governance, and experience in analyzing the impact of various data gathering and data entry approaches on work processes and information availability sufficient to  guide data quality, sharing, efficiency, security and compliance; conduct data audits, develop data validation procedures, and provide end user help and guidance.

  • Knowledge of web-based technologies and their impact on the feasibility of design solutions.
