Summary

The primary purpose of this position is to facilitate operations of the Mental Health Mobile Clinic whose purpose is to bring health care to the homeless community through the VA initiative Health Care for Homeless Veterans (HCHV). The incumbent performs various outreach tasks, clerical work, and acts as primary driver of the mobile clinic vehicle.

Help

Performs as member of the HCHV interdisciplinary team

Participates in outreach activities to encourage homeless veterans' participation in health care for the homeless veterans program. Facilitates VA's role in outreach activities by coordinating community and special events, working directly with VA and non-VA stakeholders to encourage participation.

Assists veterans in field-setting with enrollment in the VA for services, answers questions about completing the enrollment forms and on how to obtain military records such as military discharge papers. Verifies, updates, and confirms current demographic information in VISTA pre-registration menus when patient is seen for visits or enrollments. Provides follow-up on requests for information.

Performs basic eligibility and co-pay determinations and initiates pre-authorization actions. Uses automated software packages to enter and track new and completed Release of Information request forms from all veterans that are program specific.

Provides administrative support office operations for the interdisciplinary team

Answers all incoming calls and responds to electronic messages. Routes calls to the appropriate staff, provides technical information when able, and provides guidance on accessing services. Schedules appointments with staff as needed.

Reviews incoming and outgoing mail. Screens correspondence and routes to appropriate staff member. Composes and types correspondence such as office instructions, program brochures or event announcements and business cards. Edits for content and corrects grammatical errors. Makes and distributes copies utilizing copy and or the fax machine. Establishes and maintains files and office records of various types. Gathers and summarizes information from files and documents for supervisor's or other staff members' use in responding to inquiries.

Enters and retrieves program data into automated management information system to consolidate and prepare a variety of reports such as workload, vehicle mileage, safety inspection, after action or stakeholder satisfaction reports, patient admission roster, and community involvement reports in accordance with established reporting procedures.

Motor Vehicle Operator

Serves as the designated driver for the mobile outreach clinic vehicle, which houses clinic space for the outreach interdisciplinary team's clinical operations. The mobile clinic serves unsheltered homeless veterans on the streets and encampment sites during outreach events to provide access to health care services.

Drives mobile outreach clinic vehicle in all types of weather and traffic conditions. Arranges for periodic vehicle maintenance and ensures vehicle is maintained in a ready for use condition. Fills water tanks, and empties waste receptacles as appropriate.

The incumbent is responsible for proper set-up of the vehicle in the field, i.e., leveling the vehicle, checking communication systems, ensuring water and sewer connections are made, etc. Although not providing clinical care, the incumbent must be highly cognizant of issues that may affect patient and/or staff safety and know when to seek help.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working with the homeless, ability to gain knowledge of eligibility requirements for treatment, skill in conducting basic intake interviewing. Knowledge of clerical functions such as mail procedures, correspondence requirements, and files maintenance processes and procedures. Ability to obtain knowledge of acceptable VA formats, styles, and procedures to prepare reports, and other documents. Skill in interpersonal communications to effectively communicate with patients, the interdisciplinary team and other service providers during community outreach and field work.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have six (6) months of graduate education or a 1-year post-bachelor's degree internship that is directly related to Readjustment Counseling.(TRANSCRIPTS/PROOF OF INTERNSHIP REQUIRED)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Moderate lifting and carrying (15-44 lbs), straight pulling, pushing, reaching above shoulders, use of fingers, both hands required, walking, standing, kneeling, repeated bending, climbing, both legs required, operation of a motor vehicle, ability for rapid mental mental and muscular coordination simultaneously, near vision correctable to 13" TO 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 to 20/40 in the other, both eyes required, depth perception, ability to distinguish shades of colors, hear (aid may be permitted).

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
