Duties

Help

As a Budget Officer, you will:

  • Plan, develop, and maintain a system for budget formulation in the OIG, including formulation of budget policy and procedures, and development of fund requirements for short- and long-range planning and accomplishment of strategic objectives. The incumbent directs the process of performance and productivity measurement for the OIG.
  • Develop and implement guidelines for submission of budget requirements and justifications from each directorate.
  • Formulate, coordinate, and administer a comprehensive fiscal management program in support of the OIG strategic objectives, plans, and mission. Prepare operating plans, analyze and report expenditures and obligations to ensure budget projections are realistic and appropriately coded, and administers reserves.
  • Allocate funds for each directorate and monitors funds to ensure proper and full use of allocated funding. Present monthly and quarterly status of funds reports to the IG, DIG, and AIG. Briefings include discussions on actual expenditures and obligations, financial trends, unanticipated cost increases, and fund availability. Data is collected and analyzed from a variety of sources including the line organizations, Human Resources Division Procurement and Finance Division, and VA financial reports.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: Specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:
- Supervising a team in the development of policies, systems, and procedures for budgeting and managing funds; AND
- Providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process ( e.g. formulation, presentation, and execution); AND
- Interpreting and applying policies and precedents to assure compliance with all governing laws and regulations; AND
- Providing direction and solutions to managers/official on budget and operating estimates.
