Summary

The Deputy Program Manager for the USDA Forest Service Forest Inventory and Analysis (FIA) Program, Southern Research Station,
formulates and directs a research program which supports natural resource research, inventory, monitoring, and application.

FIA is charged with conducting a nationally-consistent, strategic annual forest inventory of the United States and its territories.

Duties

Help
  • Develop annual program budget to support project priorities.
  • Track budget progress to support project priorities and program goals.
  • Develop, implement, and monitor progress of grants and agreements to ensure program goals are achieved.
  • Collaborate with State foresters, tribal governments, other federal and state agencies and universities to gain support for and to facilitate meeting the mission of the program.
  • Review projects to determine progress in accordance with established milestones and against long-range plans; determine necessary adjustments; recommend improvements with the objective of increased effectiveness, efficiency and savings.
  • Make program commitments, decisions and policies to ensure program effectiveness.
  • Exercises significant supervisory and leadership duties.

Basic Requirement for Biological Sciences series (0401):
Degree:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
--OR--
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

For the GS-14 level:
At least one year of specialized experience equivalent to the GS-13 grade level in federal service. To qualify, your experience at this level must show 2 out of 3 of the following:
--Applying new scientific findings, developments, and advances to the solution of critical and highly controversial ecosystem issues for a forest inventory and analysis program;
--Planning and administering program activities and having in-depth knowledge of agency or company policies, procedures, and requirements regarding the management of a forest inventory and analysis program;
--Providing leadership and/or guidance in the management of forest inventory and analysis program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
