Summary

Serves as the Supervisory IT Program Manager (Service Element Chief) in the Information, Data and Analytics Services (IDAS) service line. Responsible for policies, procedures, operations schedules, resources, procurement, funding, and personnel leadership for the branch. You will lead a team of data stewards and scientists, information/data/records managers, and governance developers in delivery of a range of services to the enterprise.

Help
  • Exercises authority in CIO IDAS Service Line as the Service Element Chief for Data Strategy and Data Stewardship. Includes technical and operational integration between IDAS service elements, external service lines, and internal and external partners
  • Collaborates with all CIO Enterprise Programs, Missions, and Centers to meet the technical requirements of the service line.
  • Responsible for oversight of IDAS Data Strategy and Data Stewardship planning and resource advocacy to include technology roadmaps and integration into all IDAS service line processes.
  • Coordinates with the IDAS Strategy and Business Office to report the health, performance, and risks associated with overall IDAS Data Strategy and Data Stewardship service delivery activities.
  • Helps develop development/maintenance of metrics to measure efficiency and implement continual improvement of IDAS Data Strategy and Data Stewardship.
  • Ensures the effectiveness, management, execution of technical requirements for the enterprise architecture of the IDAS Data Strategy and Data Stewardship Services.
  • Oversees IDAS Data Strategy and Data Stewardship performance management and policy/process compliance (management controls for OKRs, KPIs, KRIs).

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.


To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level

  • Performing strategic planning for the development of technical roadmaps for activities across the enterprise;
  • Providing oversight for service line customer experience and establishing KPIs;
  • Overseeing the Information Technology Infrastructure Library (ITIL) Framework v3/v4 concepts and approaches;
  • Providing guidance on Data and Information Management policies and procedures.

AND

If you are qualifying based on experience, you must also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
