Summary

The Director for Financial Management Operations and Analysis serves as a principal advisor and reports directly to the Deputy Comptroller for Enterprise Financial Transformation (EFT). The Director advises the Office of the Under Secretary of Defense (Comptroller)/ Deputy Comptroller for EFT on financial analytics, budget execution analytics, and audit support and analytics. In addition, is responsible for the formulation and execution of the DoD Working Capital Fund reimbursable activities.

Duties

Help

The incumbent's areas of responsibility include, but are not limited to the following major functions:

  • Leads and champions business transformation and improved performance across the Defense Agencies/Field Activities as well as the DoD's Working Capital Fund.
  • Responsible for advancing financial data driven decision making by making data analytics widely accessible, understandable, and usable across the Defense enterprise.
  • Responsible for the ongoing management and administration of the business components of the performance management system and performance-related data, facilitating data driven reviews, conversations and problem-solving with the DoD's Principal Staff Assistants and Deputy Secretary of Defense.
  • Reviews and analyzes the extremely complex and variable Defense Agency/Field Agencies General Fund (GF) as well as the revolving funds such as the Military Services WCF and Defense-Wide WCF activities.
  • Works with Chief Data Officer and the Deputy Chief Financial Officer (DCFO) on data transformation efforts with the goal of improving financial performance and data management in DoD.
  • Supports the transformational integration and coordination of department-wide business and financial systems and budget processes, and ensures that transformation requirements are aligned with OUSD(C) goals and objectives, in concert with requirements of other federal agencies, such as the Office of Management and Budget or the U.S. Department of the Treasury.
  • Leads or supports DoD special projects and task forces to address key business and financial management issues or priorities (e.g., Contingency reporting and the Digital Accountability and Transparency Act of 2014) that involve financial/business enterprise data needs for financial management and audit.
  • Directly supports the Deputy Comptroller for Enterprise Financial Transformation in identifying opportunities for CFO data transformation and process automation, both in house and across the enterprise for budget formulation and execution.
  • Leads the financial data analytics shared service environment for USD(C) to provide financial management insights that will lead to improved business outcomes, mission effectiveness and efficiency.

  • Must be able to complete a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
  • Designated and/or Random Drug Testing required.
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • Must be able to obtain and maintain a Level 3 Financial Management Certification.
  • This position is eligible for situational telework, as determined by agency policy.

MANDATORY TECHNICAL QUALIFICATIONS:

  1. Demonstrated comprehensive knowledge of financial management and accounting systems and government accounting requirements; experience using data and business analytics to understand business performance and support decision-making.
  2. Demonstrated experience in developing business strategies, policies, architectures and guidance and providing transformation support in the execution of these strategies, to include experience with data visualization tools.
  3. Demonstrated experience in using data technology to increase organizational efficiency and performance, managing IT projects that align technology initiatives with business goals and evolving business needs; ability to perform portfolio management and IT rationalization for a large and functionally diverse organization.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
