Summary

We are looking for a skilled technologist with experience in Data Science and Analytics to lead the Directorate of People Analytics within the Office of People Science. The Director of People Analytics directs quantitative and qualitative analytics, data visualization, performance reporting, data management, business process engineering, customer experience research, and IT system development and enhancement.

Duties

Help

At OIT, you will be working on a wide variety of projects that are relevant to your specific area of expertise. Possible projects could include:

  • Strategically leading in performance management and data visualization to inform decision-making.
  • Working on small, cross-functional teams with human capital, healthcare, education, and financial analysts to perform technical investigative research for delivering an outstanding employee and customer experience in delivering IT products that affect millions of Veterans.
  • Analyzing computational models to deliver improved employee and customer experience with IT products and services.
  • Researching how to effectively measure the health of the OIT workforce and provide recommendations to eliminate redundancies and improve outcomes.
  • Anticipating risks and acting fast to support Veterans and employees when IT systems fail.
  • Serve as a technical expert and advisor to support VA mission.

This is a non-bargaining unit position.

Work Schedule: Monday - Friday, 8:00am - 4:30pm
Compressed/Flexible Schedule: May be available with supervisor approval.

Physical Demands: The work is largely sedentary. The incumbent must possess the flexibility and versatility of mind necessary to defend and negotiate matters involving significant controversial issues. May be required to work under stressful conditions, such as long hours, to complete sensitive and urgent work assignments. Supervisory Probationary Statement: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

What We're Looking For

We want someone excited about building technology and embracing the VA's mission.

We are looking for a skilled technologists and leader with experience in:

  • Data Science & Strategy: Examine large datasets using scripting languages or modern statistical analyses and computational languages (e.g., Python, R, SQL, Azure Synapse, Power BI, Databricks, Azure ML, Kubernetes, Oracle, Enterprise Data Lake, Azure Data Factory and hosting solutions on cloud environments to include AWS and Azure) to monitor the health of the IT workforce and provide insights into delivering seamless care and services to Veterans and their caregivers. Use artificial intelligence (AI) and machine learning technologies, logistic and linear regression models, or natural language processing (NLP) to inform decision-making that results in improved employee and customer experience and delivery of quality IT products and services.
  • Software Engineering: Design, create, and test systems to dig into how to best deliver IT products and services. Use front-end, back-end, and full-stack engineering to develop and support new technical strategies that could help effectively serve Veterans and VA employees. This could include API design and development, furthering open-source policies while prioritizing maintainability and software reusability in all product development. Programming languages, e.g., Python, SQL, R, Java, JS, Go, Scala, C, C++, Julia, or MatLab.
  • Product Management: Coordinate across stakeholders and use agile or lean approaches to align cross-functional teams around a common vision or strategy and user needs to deliver insights into employee and customer experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as Experience developing strategies, goals and objectives, and formulatingcorresponding policies, guidelines, or approaches for the use of business intelligence information within an executive decision-making context. Experience providing broad managerial guidance for the development of frameworks or standards for recurring operations research studies, data visualization (ex. dashboards). Experience developing and disseminating data collection and/or data management standards or methods as well as routine analytical tools for non-specialist customer, partner, or stakeholder use. Experience in Agile development, SAFe, and data visualization tools such as MicroSoft PowerBI, Power Apps and cloud based solutions such as AWS or Azure. .


Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
