As IT Specialist you will:

  • Provide technical IT expertise to personnel within the Federal government and is called upon to review and/or assess problematic or potentially controversial situations which are extraordinary, unique or otherwise contentious in nature; ensures the decisions are reflected in policy proposals, in internal and external directives and in organizational operating procedures; engages in a continuous cycle of evaluating and modifying processes to ensure efficient and effective project delivery.
  • Serve as the information technology strategist in planning, development and implementation of systems solutions supporting OGP business model, short and long term plans; builds and manages the agency’s internal technical resources; serves as the liaison with the technology partners managing and evaluating the relationships and the efficiency, results and productivity on an ongoing basis.
  • Ensure the decisions are reflected in policy proposals, in internal and external directives and subsequently, in organizational operating procedures; oversees interrelationship of processes.
  • Serve as primary contact for key programmatic decisions associated with the project and as the liaison with the technology partners managing and evaluating the relationships and efficiency, results and productivity on an ongoing basis; provides critical analysis of pressing issues and required recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new project issues.
  • Apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects, and systems.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-15 salary range starts at $131,178 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have IT- related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level or higher in the Federal service as described below: 

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. 
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

Specialized experience is applying a wide range of qualitative and/or quantitative methods to assess and improve IT program effectiveness and/or complex management processes, projects, and systems; conducts critical analysis and provides recommended solutions to senior leadership on changing IT business needs; assesses state of digital engineering design services to align with organization’s strategies and practices; develops authoritative papers and reports on organization’s position; serve as a representative of the organization for key programmatic decisions on IT projects and a liaison with technology partners; and demonstrated leadership in the recruitment of innovative and entrepreneurial resources.

  • Knowledge of a wide variety of technologies and/or technical concepts to facilitate delivery of services.
  • Ability to engage in careful, high level analysis of information, issues and trends to provide clients with multiple realistic solutions to problems.
  • Skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate position/policy of vast technical complexity, and to represent the agency on task forces.
  • Knowledge of analytical and evaluative methods plus a thorough understanding of how administrative programs are administered to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating program accomplishments and effectiveness.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
