Summary

The Administrative Officer for the Primary Care Service Line (PCSL) is responsible for directing the day-to-day functions of PCSL to assure that the highest degree of quality medical care is provided to the patients at the Wm. Jennings Bryan Dorn VA Medical Center. Due to the priority in the Department of Veterans Affairs to shift delivery of care to the Patient Aligned Care Team Model, this position has high visibility and responsible for achieving patient focused outcomes and goals.

Help

Duties include, but are not limited to:
  • Performs in conjunction with the Chief in planning, organizing, directing, evaluating, advising and coordinating administrative and clinical activities.
  • Ensures the service meets its annual Performance Measures. Performs real time monitors on clinical measures, as well as, on Patient Wait Times, Missed Opportunities, Access and Return Interval Rates.
  • Oversees the operation of the service and works closely with the Chief to ensure quality outcomes in the work and care delivered.
  • Has full authority to approve/disapprove requests for modifications or cancellations of clinics. Through the guidance of the incumbent, clinical and administrative staff members maintain accurate clinic profiles and utilize available clinic space and staff resources in an increasingly efficient manner.
  • Responsible for ensuring the Master Agreement between the Department of Veterans Affairs and the American Federal of Government Employees is followed. A constructive and cooperative working relationship between labor and management is essential to achieving our mission.
  • Ensures that all patient issues/problems are resolved at the lowest level possible. Works closely with front line staff and Stakeholders to answer patient's questions and concerns. Is expected to see patients in person when needed to answer their questions. If unable to immediately answer a question or concern, he/she will immediately seek advice from the appropriate medical provider or arrange for the patient and provider to communicate by telephone or in person.
  • Serves as liaison with HR concerning personnel related matters and provides advice and assistance to staff concerning Federal and agency personnel processes and procedures. He/she assists in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests and drafting disciplinary and adverse actions.
  • Serves as a member on various medical center committees, including the Revenue Enhancement Committee, Performance Measures Sub council and various ad hoc committees and workgroups.
  • In the absence of the Chief, attends the Clinical Chiefs meeting and various additional committee meetings as her delegate.
  • Responsible for the coordination of regular and controlled correspondence and preparing letters in response to Congressional, Senatorial or veteran inquiries.
  • Performs necessary research/studies and conducts cost-benefit analysis relative to planning for present and projected resources needs such as, but not limited to, space, personnel, equipment and budget.
  • Participates in the resolution of or resolves grievances and Equal Employment Opportunity complaints. Investigates formal and informal complaints making recommendations accordingly. Ensures that all parties affected are informed of decisions and resolutions regarding the complaint/grievance.
  • Serves as the Contracting Officer Representative and has sole responsibility for managing all operational aspects of contract administration for the service.
  • Coordinates with the MSO for Credentialing and Privileging the periodic reviews of clinical privileges for all physicians and professional staff.
  • Manages the Informatics/ADPAC responsibilities and ensures staff is trained and up to date with all available and applicable computer software and hardware. Assures that all staff meet the mandatory training requirements regarding confidentiality and HIPPA regulations.
  • Coordinates with QM in the preparation for external reviews. This includes completing the pre-survey questionnaires and responsibility for taking corrective action for any noted deficiencies identified during on-site inspections.
  • Develops and coordinates all short- and long-range planning activities by working with professional staff for new and expanding clinical programs.
  • Assists the Chief in the preparation of a variety of reports. These reports include accomplishments, goals, objectives, specific trends, resource management, comparison with external standards, education, training and research activities, community relations, committee participation, quality management, and resolution of specific problems.
  • Responsible for oversight of all new equipment requests.
  • Serves as an approving official of purchases made with a government purchase card ensuring that cardholder(s) adhere to and comply with all Federal and VA acquisition regulations/requirements.
  • Performs other duties as assigned and within scope of responsibility.
This position is at the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a thorough knowledge of federal laws, VA regulations, priorities of care, entitlement, clinic procedures, and other pertinent directives covering the delivery of outpatient services. Experience would have provided a good working knowledge of medical terminology to deal effectively with patients, the general public and the professional staff; procedures and routing of veterans to services available within the medical center as well as services available at other medical centers within the VA system. Experience would have provided a thorough and comprehensive knowledge of the mission of various services in the medical center. Experience, knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; a knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; a knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.
