Duties

Help
  • Providing confidential and informal assistance to scientists, clinicians, managers and employees to resolve sensitive and often moderately complex scientific, clinical, and work-related issues.
  • Working with individual parties to understand the basic nature of the disputes, issues involved, and positions of various parties to analyze the overall context of dispute situation, its complexity, and the action or basic approach to be taken.
  • Using a variety of resolution techniques to assist parties in addressing their concerns.
  • Providing consultation to the NIH community to improve collaboration and effective conflict management at NIH.
  • Participating in the delivery of conflict resolution and communication training for the NIH community.

Qualifications

The ideal candidate will have relevant experience and/or training that translates well to the role of an associate ombuds. For example, we are looking for experience in the following disciplines: counseling, organizational development, coaching, biomedical ethics, crisis management, etc.; or working as an organizational ombuds; or have a graduate degree and/or experience in conflict resolution or related field; or experience working in academic, scientific, clinical, or medical settings. Prior ADR and/or Ombuds experience is not required.

To qualify for the GS-11: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: using de-escalation procedures or conflict resolution techniques to assist in resolving interpersonal conflicts; conducting workshops or presentations on conflict resolution techniques or de-escalation procedures; and analyzing information to identify areas of conflict impeding organizational health.

OR
Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;

OR
A combination of education and specialized experience that meets the qualification requirements for this position.

To qualify for the GS-12: You must demonstrate in your resume at least one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: working as an impartial facilitator to resolve workplace conflicts; developing and conducting internal workshops and presentations to an organization on conflict resolution techniques; and providing guidance to managers and employees to identify and resolve organizational challenges.

To qualify for the GS-13: You must demonstrate in your resume at least one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Analyzing interpersonal and group communication concerns to design and implement customized, appropriate interventions; diagnose and resolve workplace conflicts and systemic concerns; working as an impartial facilitator to resolve scientific disputes and disputes that bear upon the proper functioning of the lab and/or scientific workplace, (such as disputes involving scientific ethics, authorship, intellectual property or team science).
