Summary

This position is located in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy (A/LM/PMP).  A/LM is the primary point of contact for the Department of State when developing policy, guiding professional development, and improving logistics systems.   The incumbent of this position serves as the Office Director for A/LM/PMP and reports directly to the Deputy Assistant Secretary for Logistics Management.

The Office of Logistics Management (A/LM) is a global enterprise mission responsible for directing and coordinating the Department’s supply chain activities, which include transportation, travel management, distribution, travel claims, diplomatic pouch and mail, overseas fleet management, IT logistics systems, and personal property management processes to more than 270 locations around the world in support of the people and programs of U.S. diplomacy.

The person selected for the Office Director A/LM/PMP position provides leadership to, and oversees all global activities of five separate divisions: Property Management, Overseas Fleet, Logistics Systems, Diplomatic Pouch and Mail, and Logistics Professional Development, in the development of goals and objectives on issues including long-term planning and prioritization of relevant resources.  In this capacity, the incumbent directly and indirectly supervises a large workforce consisting of Foreign and Civil Service employees in professional, technical, and clerical positions, and contractors and serves as the final decision authority on personnel management.

Additional duties and functions include the following:

  • Serves as the Senior Official for all programmatic and operational aspects of two major enterprise IT systems: the Integrated Logistics Management System (ILMS) and myServices.  ILMS is the Department of State's suite of information technology management software that controls the supply chain for procurement, warehousing, distribution, receiving, transportation of goods and personal effects, personal property management and accountability, diplomatic pouch and mail services, foreign assistance, and supply chain status tracking and performance monitoring.  myServices is the Department’s platform for managing Shared Services.|

  • Lead as the Department as the Agency’s Property Management Officer and Property Survey Board Chairperson, discharging comprehensive oversight of the Department's worldwide personal property management program and operations.

  • Serves as the Department's Senior Service Provider Representative for all International Cooperative Administrative Support Services (ICASS) budget and service matters related to diplomatic pouch and mail operations, and as the Senior Department official and liaison to the U.S. Postal Service (USPS) and Military Postal Service Agency (MPSA) to ensure effective mail service to diplomatic and consular posts abroad via APO/FPO/DPO.

  • Provides management and policy oversight of the Department’s overseas vehicle program, comprised of over 14,000 armored and non-armored vehicles. Ensures the efficient procurement, replacement, and disposal of thousands of vehicles at several hundred overseas posts annually

Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation.

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions).  Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position.  To view additional information on the proper preparation of Executive Core Qualification statements available on the Office of Personnel Management's website please click here. 

When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position.  Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.  Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives.  Your narratives are limited to two (2) pages per each MTQ and ECQ.

For this position applicants must submit a narrative statement that address the following mandatory technical qualification:

Your experience should explicitly demonstrate the following:

  • MTQ 1: Demonstrated experience in executive direction, management, and oversight of complex personal property management programs that establishes an expert knowledge of and ability to plan, develop, implement, and evaluate effective procedures, regulations, and training in the areas of receipt, storage, property accountability, inventory management, property utilization, disposal, internal controls, and annual certification.

  • MTQ 2: Demonstrated experience in the program and project management oversight of enterprise-wide logistics systems that establishes an expert knowledge of and ability to understand best practices, acquisition, integration, and alignment with enterprise-wide IT and cybersecurity strategies.  As well as demonstrated experience with IT risk analysis and planning, certification and accreditation, continuity of operations testing, and capital planning.

Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
