Duties

Help

This position is located in the Office of the Inspection General (OIG), Office of the Executive Director. The incumbent serves as supervisory budget analyst and performs a wide variety of administrative and analytical duties connected with the OIG budget. The incumbent reviews, analyzes, and interprets legislation, appropriate language, directives, and guidelines pertaining to the budget of Office Inspector General.

The incumbent supervises a team of 4 to 7 Budget Analysts and 3 Travel Management Specialists.

Provides planning, financial, and technical leadership for the development of the agency's budgets. Analyzes the budgetary impact of new or revised legislation, policies, procedures, and guidance.  Develops OIG budget policies based on interpretation of circulars, directives, and regulations issued by Office of Management and Budget (OMB), DOS, and OIG decision.

Assist in developing OIG's annual budget submission to the OMB, drafts, and coordinates OIG's appeal in responses to OMB's "passback" and prepares OIG's Congressional Budget Justification (i.e., President's budget request for OIG to the Congress).

Supervises the development and execution of all the command's Budget Program.  Plans overall work operations, sets priorities, identifies short-and long-range goals, and establishes objectives.  Provides advice, counsel, and instructions to Analysts on work and administrative matters. 

Interviews candidates for vacant positions and makes selections assuring full compliance with OIG EEO policy and regulations.

Serve as Contracting Officer's Representative (COR) and ensures prompt payment invoices; maintains a complete contract file; makes no unauthorized commitments; and complies with all delegations and instructions from the Contracting Officer


The incumbent serves as a backup to the Chief Financial Officer in their absence.

Applicants applying for the GS-14 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

Experience formulating, justifying, and executing multi-year budgets for an organization or program.

Experience overseeing the preparation of and coordination of financial information.

Experience in providing authoritative advice and guidance on budget strategies. 

Experience preparing executive level briefings related to the execution of complete budget program. 


There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
