Duties

Help
  • Performs data analytics functions to include the application development of analytics, measures, and metrics to help foster performance towards service targets, objectives and goals in order to influence agency business decisions.
  • Provides technical advice to staff members in determining courses of action on various financial matters and identification of desirable financial management data and analysis appropriate for any given situation.
  • Monitors and leads projects within the site; ensures effective and timely accomplishment of such projects; also reviews and recommends approval or disapproval of project plans developed by Operating organizations/staff.
  • Coordinates tasks with site organizations, other locations and external sources as necessary to ensure fully staffed responses, recommendations, and options.
  • Identifies actions required to sustain, validate, and/or improve DFAS Operations performance measurements, internal controls, and analysis to meet identified goals and objectives.
  • Participates as a team member on highly complex reviews involving other organizations or sites.
  • Conducts meetings and/or briefs management to explain objectives, procedures, scope, and to obtain management's input.
  • Provides advice, assistance and leadership to other financial specialists and/or analysts as required.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-11 specialized experience is defined as: analyzing and evaluating issues concerning the administrative and operational aspects of management strategies and systems modifications; make recommendations for process improvements; provide analysis of data extracts and reports; monitor or coordinate projects.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-12 specialized experience is defined as: evaluate and interpret data extracts and reports from various systems assessing information validity and reliability to meet project needs; provide advice and recommendations for change to improve predictive analytics, data sampling, and data warehousing processes; produce analytical reports and identify trends to support agency business decisions.

Education

GS-11: Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-12: Education does not substitute for specialized experience at this level.

Failure to become certified within the required timeframe may be grounds for removal from the position and/or from Federal service.
