This position is with the Office of Inspector General (OIG) in Washington, District of Columbia. As the Assistant Inspector General for Strategy, Data, and Innovation, you will report directly to the Deputy Inspector General (DIG) and serve on the senior leadership team. You will be responsible for leading - in close partnership with the OIG executive team - the development and execution of the OIG long-range strategic plans and programs, maximizing the use of data analytics to support the OIG's oversight mission, enabling opportunities for organizational enhancement and process efficiency, and focusing on the organization's health and culture.
The ideal candidate will perform the following duties:
Serves as the executive lead on processes pertaining to strategic planning and organizational performance management for the OIG and its components, and related issues that cut across programmatic and budget lines.
Serves as the executive lead for OIG enterprise data and analytical services, providing strategic vision and leadership to ensure superlative analytic services support to the OIG's oversight work. Provides executive direction to the Data Analytics Unit (DAU), ensuring the unit delivers quality work products and services to OIG employees.
Identifies how data can be used to support the organization's most important priorities; making sure the organization is collecting the right data; and ensuring the organization is wired to make data-driven decisions.
Introduces innovative products to the OIG and/or incorporate capabilities into OIG's current set of products to enhance OIG's production of high-quality, timely information to stakeholders.
Champions change management, leads specific change management initiatives, as directed, and develops OIG-wide strategies, plans, communication outreach programs, policies, processes and activities related to those initiatives.
Uses survey data and other information to assess organizational health with a focus on the implications of results on organizational culture.
Recommends and leads strategic initiatives to support OIG organizational culture and practices in support of the strategic plan, organizational assessment, and survey data.
Develops and tracks organizational performance measures and works closely with other executives and their staff to develop and prepare the annual OIG Organizational Assessment.
Advises OIG leadership on evolving trends in the oversight community, including Council of the Inspectors General on Integrity and Efficiency (CIGIE), peer OIGs at the federal level, state and local OIGs, and the Government Accountability Office (GAO), good government best practices, and technological advances to improve OIG operations.
Successful completion of a background investigation.
May be subject to initial and random drug testing.

Completion of OGE-278, Executive Financial Disclosure Report.

Qualifications
As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQ) and Mandatory Technical Qualifications (MTQ) listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent in the private sector or non-governmental organizations.
