Duties

Help

  • Directs projects and activities of the Management & Operations Division that have a major impact on the efficiency and effectiveness of the entire organization.
  • Leads the financial management activities of OIG nationwide, including developing financial management policies and procedures and ensuring compliance with applicable Federal financial management and reporting requirements.
  • Provides executive leadership of the OIG workforce plan that aligns the HR program with the organization's current and emerging mission and goals and provides long-term strategies for acquiring, developing, and retaining staff to achieve the mission and goals.
  • Guides staff in obtaining or providing management and administrative services to support the operations of OIG nationwide, including procurement, telecommunications, facilities and space management, printing and graphics, and records management.
  • Guides staff in developing and approving policies, goals, objectives, plans, and procedures to ensure the efficient and effective management and operation of OIG nationwide.
  • Directs the external and internal communications programs of the OIG, which includes congressional and media affairs.

Qualifications

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and TQs outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The supplemental narrative statement for the ECQs should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicants level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the ECQs MUST NOT EXCEED TEN (10) PAGES. The narrative portion for the TQs MUST NOT EXCEED EIGHT (8) PAGES TOTAL.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Unless you are currently serving under (1) a Career Senior Executive Service (SES) appointment (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), (2) are eligible for reinstatement into the SES (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), or (3) have successfully completed a SES Candidate Development Program approved by OPM (must provide proof of OPM Qualifications Review Board certification), you must submit a narrative statement covering each of the ECQs. Additional information on the proper preparation of ECQ statements is available on the Office of Personnel Management's website.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQs):

In order to receive consideration for this position, all applicants must also submit a narrative statement for each of the TQs listed below.

TQ 1 - Ability to manage and direct a professional staff involved in planning, developing and implementing government programs or supports in functional areas such as human capital management, budget formulation and execution, and administrative services (e.g., procurement, travel, facilities.)

TQ 2 - Ability to manage and coordinate Congressional media relations activities to promote OIG objectives.

TQ 3 - Ability to communicate effectively in writing, including ability to synthesize information from a variety of sources into a concise, coherent document, e.g., briefing papers, reports, articles, budget justifications, or testimony. IF YOU DO NOT POSSESS THE TECHNICAL QUALIFICATIONS DESCRIBED ABOVE, YOU WILL BE CONSIDERED INELIGIBLE FOR THIS POSITION.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members, may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.

All qualification requirements must be met by 11:59 pm (Eastern Time) on the closing date of this vacancy announcement.
