Help

As a Natural Resource Specialist, you will perform the following duties:

  • Recommends effective conservation activities to support sustainable fisheries and minimize adverse effects on protected species and critical habitats
  • Develops and maintains effective working relationships with counterparts, scientists, government partners and constituents.
  • Serves as independent regional expert and point of contact (POC) management needs, communicating information to leadership, training staff in areas of expertise, collaborating to identify annual priorities, and providing technical guidance.
  • Reviews, gathers, analyzes, interprets, and synthesizes scientific data and technical information to determine environmental impacts on biological resources and aquatic habitats
  • Writes biological and regulatory documents required under Federal environmental laws and processes.
  • Develops natural resource plans, management strategies, or impact assessments with corresponding conservation measures
  • Coordinates the completion of scientific, technical or regulatory work among interdisciplinary or inter-organizational groups.
  • Prepares reports and make presentations conveying technical information to a wide variety of audiences including the general public
These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

To see the current pay tables click here. This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11 grade level. The ZP-4 is equivalent to the GS-13.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To Qualify for 0401 series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate position. or
B. Combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education

To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or equivalent to GS-9 in the Federal service. Specialized experience MUST include all of the following:

  • Evaluating the effects of human activities, including land, water, or fishery management activities on fishery resources, protected species, and habitat.
  • Contributing to the completion of scientific, technical, or regulatory work
  • Supporting protected species conservation programs; and
  • Preparing regulatory and non-regulatory documents related to the conservation of protected species
OR
  • SUBSTITUTION OF EDUCATION: PhD or equivalent doctoral degree in a related field, or 3 full years of progressively higher level doctoral education leading to such a degree in natural resource management, biology, fisheries, or related fields.
OR
  • COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience.
NOTE: only doctoral education in excess of two years is qualifying for combining and experience.

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or equivalent to GS-11 in the Federal service. Specialized experience MUST include all of the following:
  • Evaluating the effects of human activities, including land, water, and fishery management activities on fishery resources, protected species, and habitat;
  • Advising on solutions to natural resource, fishery, or conservation management issues, or filling science gaps to address management needs;
  • Developing and implementing programs to manage, conserve, or protect living marine resources and their habitats; and
  • Coordinating the completion of scientific, technical, or regulatory work related to the conservation of protected species.

Education

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.   2. A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
