Duties

Help

As an Education Program Specialist, the following duties will be performed: 

  • Develop and manage program processes and systems to efficiently execute all academic appointments and scheduled programming. The incumbent will serve as the primary liaison between SERC and Smithsonian’s central Office of Academic Appointments and Internships and the internships and fellowships programs at other Smithsonian units.
  • Manage all administrative and logistical requirements for the designated program.
  • Develop, schedule, and deliver a series of trainings to support professional development of interns and fellows.
  • Establish and foster professional relationships with faculty and staff at colleges and universities nationally and internationally to expose students to the internship and fellowship opportunities.

Qualifications

GS-11 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as experience in designing, implementing, or managing professional development programming for undergraduate students, graduate fellows, post-doctoral fellows, or other adult learners.

OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. For a full explanation of this option please see the Qualification Standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

 

Education

Applicants must meet both the specialized experience and basic education requirements:

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses
OR
Have a combination of education and experience: at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described below
OR
Have 4 years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that you possess an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university
OR
Have at least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

  • Skill in administering the selection and placement aspects of internship and fellowship programs.
  • Knowledge of best practices for professional development for trainees in environmental science research to develop and update training courses.
  • Ability to work with researchers, students, STEM professionals, and administrators from the United States and abroad.

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
