Lead and manage complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project.
Position works under minimal Supervision and receives only broad lateral guidance. Position serves as the lead technical resource providing strategic oversight and planning for the ONDI's IT and data architecture design.
Develop the ODNI data strategy to set the direction, goals, objectives, and priorities for realizing the vision of DATA as an ODNI asset.
Position will coordinate the development of new data management and applications capabilities; provide technical expertise in data architecture; document and design specifications for data/software engineers; produce prototypes to demonstrate enterprise scalability and implementation of design; provide broad technical guidance to staff; and may depending upon assignment, supervise a small government and/or contractor staff.
The CDO will possess extensive technical leadership abilities and an understanding of associated resource planning schedules, related regulations, policies, directives and standards, and program management practices and enterprise information technology (EIT) planning activities.
The CDO will be responsible for the ODNI strategy and must develop an approach to acquire, share, process, and govern ODNI business data.
Design engineering solutions and alternative design options to meet customer requirements and provide guidance to junior engineers in the design and development of engineering solutions.
Deconflict complex functional requirements into underlying technical requirements and recommend "best fit" allocation of those requirements. Lead the development of technical and systems requirements.
Conduct technical research on such topics as operational guidelines, best practices, and international standards, and develop procedures for installation of hardware, software, or network components.
Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs.
Oversee the design, evaluation, selection, implementation, and support of development and production support tools and platforms.
Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers.
Lead the development of interoperability test plans, building upon the component test plans developed by the service providers; coordinate the testing of new capabilities with other elements to ensure that all equities are covered in the test process; serve as the Independent Validation and Verification test director, conducting the technical functionality testing and coordinating the activities of other elements as they conduct the Analysis and Accreditation testing and the user functionality test.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Desired Requirements
One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving).
Bachelor's Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
