Summary

About the Position: Serves as the Criminal Investigation Division (CID) Field Office Special Agent-In-Charge (SAC) and is the principle law enforcement expert and advisor responsible for all investigations and operations conducted by CID offices within their area of responsibility (AOR). Directly supervises multiple Supervisory Criminal Investigators, full-performance level GS-13 and GS-14 criminal investigators, and support personnel in co-located and satellite offices.

Duties

Help
  • Continually review, analyze and supervise criminal investigative and intelligence actions.
  • Direct the development of long-range objectives in the areas of general crime and operational support services.
  • Serves as the senior USACID law enforcement official with serviced Army commands and local civilian and military base crime councils to assess trends and problem areas.
  • Plan, prepare, coordinate, and present briefings to high-ranking DA and DoD management officials, as well as occasional Congressional delegations, on the conduct of activities.
  • Direct, coordinate, or oversee work of subordinate supervisors.
  • Responsible for obtaining and allocating investigative resources for the Field Office to achieve HQUSACID program objectives.
  • Direct the strategic planning, overall policy development, program direction, and evaluation of the office to achieve mission success.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must sign DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position is subject to random drug testing.
  • A medical examination for Criminal Investigation Series 1811 is required.
  • Must qualify with and carry a firearm.
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Must possess a valid motor vehicle operator's license at the time of appointment, must maintain license while employed in the position, and will be required to operate a motor vehicle.
  • Position may be designated Emergency-Essential (E-E) in support of mobilization and wartime mission.
  • Must agree in writing to comply with management-directed permanent change of station (PCS) movement to meet mission requirements. Must sign a mobility agreement.
  • Federal employees in Hawaii are currently authorized 9.75% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Specialized experience is defined as: One year of experience Independently planning, developing, and coordinating criminal investigations, planning and directing investigative support operations and providing investigative guidance to subordinate criminal investigators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, equivalent to the GS-14

Law Enforcement Availability Pay (LEAP): LEAP in the amount of 25% has been approved for this position. Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1).

PHYSICAL REQUIREMENTS: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Federal employees in Hawaii: Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v1230.
