Duties

Help

The primary purpose of this position is to develop and implement a strategy in coordination with the Office of Legislative and Public Affairs, (OLPA) to communicate information about the Directorate's support of research and education in the context of the overall mission of the National Science Foundation. The employee serves as the MPS liaison with between OLPA who is responsible for direct communications with media, congress and other external stakeholders. The communications specialist is also responsible for ensuring credibility and consistency in MPS communications efforts; and coordinates communications activities and programs with other MPS and NSF officials.

Duties Include:

  • Leads the planning, development, implementation and tracking of internal and external communications activities in coordination with OLPA related to the full range of MPS programs, to enhance understanding of MPS programs; analyzes and evaluates the effectiveness and efficiency of communications needs of the Directorate; and makes key recommendations concerning the best techniques to accomplish goals.
  • Works with the Assistant Director, Deputy Assistant Director, and senior leadership of MPS and OLPA to develop and implement strategic communications plans for internal and external communities as a technical authority in the field.
  • Aids MPS senior staff to identify and conceptualize ideas and materials needed to ensure that goals and messages regarding MPS objectives and initiatives are conveyed to interested parties.
  • Develops program plans and budgets for MPS communications initiatives and ensures that the broadest possible distribution of communications materials to supervisors, managers, employees, the extramural scientific and technical community.
  • Develops and executes new strategies and processes to expand and refresh communications products for dissemination through the MPS website and other venues, tracks status and performs research as needed to keep the Assistant Director and senior leadership informed of progress, milestones, or activities warranting additional attention.
  • Identifies areas in which public and internal briefings are desirable, develops themes and delivery methods as an expert in the field.
  • Develops a wide range of oral, written, and on-line materials concerning MPS activities and initiatives. This includes the compilation, research, development, assembly, and formatting of information for use by the MPS leadership during meetings or public appearances. Work products include speeches, articles, reports, presentations, remarks, video and audio scripts, posters, brochures, newsletters, social media messages, and editorials, all of which may target specific, different audiences.
  • Reviews the organization, length, and tone of materials, edits documents to improve clarity, formatting, and grammar, and assists with design and graphics.
  • Develops relationships and partnerships necessary to ensure a consistent message regarding MPS activities; establishes rapport with continuously changing stakeholders and associates, including, but not limited to, relevant professional societies, scientific organizations, industry representatives and public and private institutions of higher education.
  • Manages content oversight of the MPS Internet home page to include the design and maintenance of the website to support mission strategies and goals relative to external communications.
  • Develops content for the website and distribution via social media; employee will also monitor website usage and social media following.
  • Designs and develops, including serving as the primary author and/or reviewer of, a wide variety of written and online communications, including but not limited to website announcements, news articles, editorials, blogs, presentations/speeches/remarks, web presence, social media, and reports responsive to the communications goals and target audiences. Develops materials that capture and creatively present factual information about various areas of research, education, and research infrastructure of interest to the directorate, and may reflect current directorate priorities. Develops and executes strategy and processes for expanding and refreshing communications through the MPS website and other NSF online media. Develops and executes strategy and processes for other communications and outreach, including but not limited to NSF-funded conferences, media events, and road shows.

Qualifications

For the GS-14 level, you have at least one year of specialized experience equivalent to the GS-13 level in federal service developing and implementing outreach strategies for an organization. Examples of experience include: developing and implementing communications strategies in written, verbal, and digital formats; developing and maintaining relationships with internal and external stakeholders; planning and leading outreach activities; utilizing social media to share organizational information; and managing outreach and communications projects.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
