Summary

These positions are in the Department of Veterans Affairs Optical Lab located at the Park Fletcher Industrial Complex on the southwest side at 5610 Dividend Drive, Suite B, Indianapolis, IN.

The employee will work under the supervision of the Prescription Eyeglass Maker Supervisor and will perform the basic duties involved in the optical fabrication and manufacturing process and will assist in the production of eyeglasses.

Help

The major duties of the Prescription Eyeglass Maker Helper position located at the Optical Lab in the Prosthetics and Sensory Aids department will include:

These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of WG-5. At the WG-3 and WG-4 grade levels, the employee performs assignments of a more limited scope and with less independence. The employee will progressively acquire the background necessary to perform at the full performance level of WG-5. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

The duties include, but are not limited to the following:

  • Performs a variety of duties involved in the fabrication of prescription eyeglasses;
  • Performs inventory management involving ordering supplies and storage of lens and frame stock, conducts physical inventories, restocks supply points;
  • Receives frames, lenses and consumable supplies and puts them in the correct storage area;
  • Verifies orders for accuracy and completeness;
  • Keeps a running inventory of lens, frames and consumable supplies; and
  • Manufactures ophthalmic prescription eyeglasses with assistance
  • Applies quality control measures at each station of the fabrication process
  • Safely operates machinery and equipment involved in eyeglass production
  • Complies with safety and housekeeping rules
  • Reads, interprets and follows written and oral instructions in English
  • Uses common hand and power tools for fabrication of eyeglasses
  • Performs basic care and maintenance of equipment used
  • Performs related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level (WG-5) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Primarily 7:30am - 4pm, Monday to Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2022.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Ability to Interpret Instructions, Specifications, etc. (Other Than Blueprint Reading)
  • Ability to Use and Maintain Tools and Equipment
  • Knowledge of Materials
  • Technical Practices (Theoretical, Precise, Artistic)


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The Prescription Eyeglass Maker Helper normally works with small, light items and may be required to lift up to 25 pounds on occasion. Depending on assignment, he/she may sit or stand for extended periods of time. Close eye and hand coordination is required. Employee will work indoors in a climate-controlled environment. He/she is subject to occasional cuts, bruises, abrasions, burns, and high noise levels.
