Duties

Help
  • Serve as Chief, Resource Planning and Execution Division responsible for management, oversight and administration of organizational financial and manpower resources in accordance with established missions, regulations and guidelines.
  • In consultation with subordinate supervisors and team leaders, plan overall work operations, establish priorities, objectives, and schedules for work completion.
  • Advise higher-level management officials of problems involving the relationships of the operations supervised to broader programs and their impact on such programs.
  • Perform all the personnel management operations for the entire division.
  • Hear group grievances/serious employee complaints, refers unresolved ones to the office chief, and reviews serious disciplinary problems.
  • Develops policies and guidelines to oversee and manage the organizational funds and manpower for multiple Business Centers within Tank Automotive and Armaments Command (TACOM).
  • Oversee effective financial and manpower procedures for safeguarding and achieving optimum use of resources ensuring consistent and integrated fiscal and program accountability and control.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: conducting studies, analyzing findings and making recommendations on substantive operating programs; overseeing teams involved in the planning, prioritizing, managing and directing of financial management, program analysis, budget planning or manpower management; providing guidance or work review for employees; and formulating program management policies and procedures to support the mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

This position is under the Acquisition Demonstration Project. The NH-04 broadband incorporates former GS equivalents GS-14 step 1 through GS-15 step 10 grade levels and salary levels.
