Duties

Help
  • Develops and manages an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, accounts receivable, pay, travel, and financial management reporting.
  • Serves as the financial expert responsible for providing senior leadership guidance on the full range of financial management functions from planning and securing resources through the budget process, through execution, auditing and reporting.
  • Monitors the execution and accounting of financial transactions and budget execution to achieve compliance with applicable laws and regulations.
  • Forecasts long-range funding needs: projects and analyzes the potential impact of budget and financial actions on the attainment of mission objectives.
  • Audits activities in connection with payments and cost analyses; shapes, directs, and coordinates the audit of financial accounts.
  • Interfaces with the Department of Interior?s Business Center (IBC) on systems matters to ensure accurate and timely adjustments to the operating budget, and reconciliation of the USTDA payroll.
  • Supervises a staff of subordinate financial specialists.
  • Represents USTDA in dealings with IBC, OMB, the Treasury Department. Provides quarterly and annual certification as to the accuracy of accounting data in support of the quarterly certifications.

Qualifications

To be eligible for this position at the GS-15 level, applicants must meet at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience at the GS-15 level for this position is the demonstrated ability to serve as a financial adviser and technical expert responsible for providing senior level leadership and direction for the full cycle of financial management functions from planning and securing resources through the budget process, to executing these resources through the acquisition process, to recording, auditing, and reporting these transactions. The incumbent directs these programs through subordinate federal contract specialists, contractors, and the shared service provider. Examples of specialized experience at the GS-15 level include:

* Application of financial management concepts, principles, practices and appropriations law;
* Experience conducting reviews and evaluations of accounting policies and programs, including audit follow up and account reconciliation;
* Experience establishing and maintaining internal financial control systems;
* Demonstrated ability to interpret financial regulatory policies and provide guidance to senior management officials on budget and financial plans;
* Experience adapting and implementing systems and software applications that enhance financial management and planning;
* Experience using financial software and systems for developing budgets and forecasting;
* Experience applying financial management and accounting techniques and procedures in an organization or business unit;
* Experience developing, reviewing and analyzing financial plans and summaries;
* Experience ensuring effective management and accountability of funds;
* Applying analytical methods and techniques to identify and resolve accounting issues;
* Advising senior managers on complex financial management issues.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

Selection may require completion of a 1-year supervisory or managerial probationary period.
