Summary

This position is in the General Services Administration (GSA), Office of the Deputy Administrator, Program Management Office for the Technology Modernization Fund (TMF). 

This position requires broad technical and business knowledge to provide consultative expertise to business and mission customers on opportunities that most effectively leverage emerging technologies and IT best practices.  

We are currently filling one vacancy, but additional vacancies may be filled as needed.

  • Serves as a senior member of a cybersecurity advisory board with representatives from multiple agencies to formulate, apply and evaluate cybersecurity criteria. Organizes and defines incremental deliverables and maintains a consensus driven evaluation of active investment proposals.
  • Serves as a recognized and respected authority on a diverse range of highly technical and complex cybersecurity issues, as well as more widespread issues affecting customer agencies’ missions. Keeps up to date with developments in the private sector; seeks out best practices; and identifies and seizes opportunities that are not obvious to others.
  • Provides senior expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applies innovative practices to previously unsolvable problems; and makes recommendations that significantly influence important IT policies, plans, or products at customer agencies.
  • Establishes collaborative partnerships; initiates and monitors policies, programs and projects dealing with the most challenging problems in cybersecurity and government websites, which are of national significance to the Federal government and stakeholders.
  • Monitors cybersecurity investments for value and quality of execution including providing post-investment guidance and advice to agencies, evaluating investments’ adherence to milestones, and making recommendations to program leadership and TMF Board regarding continued funding of investments.
  • Recruits, organizes, and facilitates a cybersecurity expert advisory board from multiple agencies to formulate, apply and evaluate cybersecurity criteria, including organizing and defining incremental deliverables and maintains a consensus driven evaluation of active investment proposals.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).

The GS-14 salary range starts at $95,973.00 per year. Locality pay will be determined once the duty location has been established. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS:

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below.

IT SPECIALIST COMPETENCY REQUIREMENTS: 

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). 
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. 
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. 
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below:

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience leading IT security projects, providing information and recommendations to meet the business goals and improve processes of an organization’s IT security infrastructure in one of the following areas:

  • Experience in operationalizing an enterprise Identity, Credential, and Access Management (ICAM) program, including authentication mechanisms (e.g. SAML, OIDC) and access management solutions, OR
  • Experience in a Enterprise Vulnerability Management focus on Vulnerability Disclosure Program and Bug Bounty Program, OR
  • Experience in Enterprise Cyber Security Operation Center and Incident Response, OR
  • Experience in operationalizing and orchestrating the ecosystem of various Cyber risk management dashboards, OR
  • Experience in security architecture design and review, threat modeling, DevSecOps and technical guide development.

  • Ability to maintain liaison with agency staff, managers and/or contractors to discuss technical and project management issues.
  • Skill in establishing and maintaining working relationships with senior leaders within and across other agencies and private organizations to advance goals.
