Summary

This position serves as the Federal Election Commission's Budget Director and Budget Officer. The incumbent would lead the FEC's budget office and supervise its staff ; serve as the agency's technical authority on the Federal budget process and on matters of budgetary law, regulation, and policy; oversee the design, development, and implementation of budgetary policies, programs, and systems ; and oversee all phases of budget formulation and execution.

This is a Non-Bargaining Unit position.

As the Budget Director in this position, you will:

  • Plan, direct, coordinate, and supervise the integration of all phases of the budgetary process for a complex and multi-appropriation budget.
  • Guide the review, interpretation, and application of Congressional/OMB/Treasury/ FEC budget and program regulatory guidance and instructions (policy and resources) to determine impact on agency financial and functional operations.
  • Oversee the execution of all approved budgets and programs, including specialized programs of marked difficulty responsibility and national significance.
  • Serve as the Director of the Budget Office and plan, direct, and supervise the work of budget and financial analysts, and formulate and assign research and analysis projects to staff members and monitor ongoing projects.
  • Interview candidates for positions; recommends appointment, promotion, or reassignment to positions. Hear and resolve complaints from employees. Provide leadership in strategic planning for Office activities.

Qualifications

In order to qualify, you must meet the Specialized Experience requirements described below. Your resume must clearly describe your relevant experience.

Specialized Experience Requirement: One full year of specialized experience equivalent to GS-14 level in the Federal Service (obtained either in the private or public sectors) performing the following:(1) planning, directing, coordinating, and/or supervising complex and multi-appropriation budgetary processes;(2) overseeing the review, approval, or execution of all proposed and approved budgets;(3) supervising and evaluating staff assignments, performance, training, and/or conduct;(4) providing leadership in strategic planning for office activities.

In addition, you must provide a cover letter (up to 2 pages) describing your experience/accomplishments with the specific competencies identified below.

  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  • Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
  • Leadership - Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
