Duties

Help

Leads projects using advanced analytics techniques such as machine learning, natural language processing, robotic process automation, and artificial intelligence, to include the research, design, development, deployment, and enhancement of enterprise-wide analytics solutions.

Provides advice, guidance, and support to junior staff on advanced analytics, data access, data quality, data governance and storage, and related areas.

Identifies key deficiencies in project requirements and/or proposed approaches or data access issues which are significant to the design, execution, and reporting out of advanced analytics projects.

Uses expert level knowledge to utilize common data science tools, including scripted languages (such as R, Python, SQL, and JavaScript), Integrated Development Environment and analytics platforms, open-source solutions, commercial off-the-shelf tools and hardware-based capabilities.

Independently designs and develops new data requirements and approaches to knowledge discovery to solve known business problems and/or demonstrate patterns, trends, relationships and anomalies of particular interest or concern.

Researches, designs, and develops user-centric interactive reports, dashboards, and visualization solutions that provide business insights to decision makers using Microsoft Power BI and other tools.

Develops and maintains effective working relationships with staff at the OIG and other agencies in order to share information and learn the latest developments in analytical tools and techniques to efficiently assist the OIG with mission-related work.

Acts as a subject matter expert for data analytics as it pertains to both predictive and prescriptive analysis and ensure alignment with industry best practices.

Design, develop, implement, and manage methods for capturing and converting structured and unstructured data for reporting and analysis.

Foster and support increased use of data, data analysis, and data-driven decision-making throughout OIG.

Leverage expertise to support improved data governance and data literacy throughout OIG.

Communicate effectively (verbally and in writing) about data and data analysis to a wider range of audiences, including those who have limited experience working with data.

Writes reports that are factual supported, organized, concise, and understandable, for Office of Investigations criminal investigators and investigative analysts on the results of data mining and analytics activities, review the work of others performing similar work and assist others in the use of the data mining and analytics applications, including others using data mining and analytics results in the performance of audits and investigations.

The incumbent serves as a principal advisor to the Special Agent-in-Charge with responsibility for directing a staff of experts (located at Headquarters and various field locations), in the field of data analytics, DOT directives, and general office instructions within the specific geographic and functional areas assigned.

Serves as leader for several data analytic projects that may be single or multi-site. As a team leader, the incumbent is responsible for the approach to and scheduling of work, for assignment of subtasks to the various staff, and review of their work, integrating their products into the final report, as necessary.

Defines and communicates to the staff the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

Plans, organizes, conducts or coordinates advanced data analytics activities. This includes the oversight of data mining initiatives, cross-checking this data with other publicly and privately available databases, conducting sophisticated link analysis, and ultimately generating productive investigative referrals for Investigative field offices and respective audit areas of focus. Coordinates and collaborates with audit on joint data analytics projects when applicable.

Assists in the development and maintenance of the OIG data analytics platform and efforts. Works with the Department and other OIG components to extract very large data sets from Departmental and third-party sources (structured and unstructured). Facilitate data merging and transformation in preparation for analysis by planning the process and either executing directly or training others to implement directly. Leads and works with teams within the OIG to define metrics, guidelines and strategies for effective use of algorithms and data. Implement data analysis strategies to identify key parameters.

Collects, analyzes, cross-references, and assembles electronic data, statistics, records, and files from diverse sources (including government and corporate databases), for the purpose of identifying anomalies, false positives, interrelationships, trends, and/or patterns. Provides recommendations for future data analysis.

Qualifications

Candidates must have one (1) year of specialized experience at least equivalent to the GS-13 grade level in the federal service. Non-government experience should be of similar complexity.

Examples of specialized experience includes:

(1) using analytical and evaluative methods for the assessment and improvement of program effectiveness or the improvement of organizational processes and systems;

(2) working with large data systems, architecture, maintenance, querying, and extraction program/tools; and

(3) applying a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, methods, techniques, practices and procedures.

Education

Basic Requirements:

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
