Duties

Help

The primary purpose of this position is to develop and implement a strategy in coordination with the Office of Legislative and Public Affairs (OLPA) to communicate information about the Directorate's support of research and education in the context of the overall mission of the National Science Foundation. Specific duties include the following:

  • Works with the Assistant Director, Deputy Assistant Director, senior leadership of GEO, and OLPA to develop and implement strategic communications plans for internal and external communities as technical expert.
  • Helps GEO senior staff identify and conceptualize ideas and materials needed to ensure goals and science communication messages regarding GEO objectives and initiatives are conveyed to interested parties.
  • Develops program plans and budgets for GEO science communications initiatives and ensures the broadest possible distribution of communications materials to supervisors, managers, employees, and the extramural scientific and technical community.
  • Develops and executes strategies and processes to expand and refresh science communications products for dissemination through the GEO website and other venues, tracks status and performs research as needed to keep the Assistant Director and senior leadership informed of progress, milestones, or activities warranting additional attention.
  • Identifies needs for public and internal briefings and develops the necessary materials, in coordination with OLPA, with a high level of execution and reviews the organization, length, branding, and tone of materials, edits documents to improve clarity, formatting, and grammar, and works with OLPA and internal design staff on design and graphics projects.
  • Serves as a recognized technical authority within GEO OAD and develops relationships and partnerships with stakeholders as necessary to ensure a consistent message regarding GEO activities.
  • Utilizes state-of-the-art information technologies, web-based applications, and social media techniques and tools to disseminate information and communications on GEO programs and activities in coordination with OLPA. 
  • Oversees the GEO Internet home page for the directorate's strategies and goals relative to external communications and develops content for the website and distribution via social media and coordinates with OLPA on monitoring website and social media usage.

Qualifications

To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience will include the following areas: interpreting government policies, scientific materials, and related facts in order to convey information to varied audiences using a wide range of resources; developing and implementing communication strategies, plans, and products for an organization; writing and editing articles and other written communication materials; writing talking points for public events and other such appearances; and experience writing for and using the Internet, social media, and web pages to communicate information to the public, media, and internal audience; working and interacting with various stakeholders, both independently and as part of a team.

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience includes a combination of the following areas: developing communication strategies and products for an organization; writing and editing speeches, talking points, press releases, articles and other written communication materials concerning subjects related to science and engineering; leading organization’s programs for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public, media and internal audience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Additional information

This position has been designated as remote eligible and the selected candidate may work at an approved alternate work site location, with no requirements or expectations to report to the NSF building on a regular/recurring basis. The employee's duty station will be designated as the location where the individual regularly performs their official duties and pay will reflect that Locality Pay Area.

Relocation Expenses will not be paid.
