Summary

The incumbent serves as the supervisor of experts in industrial chemical safety and nationwide incident investigation and analysis of major incidents involving the accidental release of regulated substance or other hazardous substance and, developing and presenting reports with safety recommendations for adopting by the Board.
1. Directs and supervises a team of investigators responsible for organizing, managing and coordinating the investigation and analysis of major incidents involving the accidental release of regulated substance or other extremely hazardous substance, and writing, developing and presenting investigative reports.
2. Provides guidance and technical direction to staff on matters of policy, project integration, funding and schedules.
3. Develops performance standards and evaluates work performance.

Qualifications

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: Leads and manages complex technical projects at a private sector chemical plant and/or oil refinery or similar facility.
In Addition to the SPF, all applicants must meet the following qualifications.
At the GS-15 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is defined as experience in industrial chemical incident investigation which must include site security, collection techniques and interviewing skills; program oversight and/or knowledge of chemical production operations including experience managing a safety program and the experience leading a team of technical staff (e.g. chemical engineers, mechanical engineers, chemists, human performance investigators, and metallurgists, etc.).
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
