Do you want to help transform the way Government manages the purchase and leasing of vehicles? As Director for the Office of Fleet Management, you’ll lead the charge of facilitating a government-wide transition to zero emission vehicles and implementing dynamic solutions like telematics to our customers.

The Office of Fleet Management is a critical part of the Travel, Transportation and Logistics (TTL) Category of the Federal Acquisition Service (FAS), which serves as the government’s most valued provider of enterprise-wide and customer-centric motor vehicle, travel and transportation solutions. As Director for the Office of Fleet Management, you’ll work within the framework of FAS’s core business principles to manage a staff of over 550 and work with senior government officials and industry partners to plan, direct, and manage GSA's government-wide fleet management programs and worldwide motor vehicle commodity management, acquisition and engineering. In practice, this means you’ll be at the forefront of electrifying the federal fleet, assisting customers with purchasing up to $2 Billion in vehicles a year, overseeing a robust accident and maintenance control center, and more! 

Ultimately, you are responsible for the purchase programs that support all non-tactical vehicle acquisitions across the government, including the Department of Defense (DOD), as well as overseeing a shared service that provides comprehensive vehicle leasing services.

Below is a sample of the work you’ll engage in:

  • You’ll work with the TTL Category’s Assistant Commissioner to provide guidance and direction in policy and program matters.
  • You’ll evaluate zonal operational activities responsible for service delivery to determine  effectiveness, efficiency and compliance.
  • You’ll serve as the chief spokesperson for the office, representing the FAS Commissioner in dealings with senior officials of GSA, other Federal, State, and local agencies, Congressional offices, industry, and the general public.
  • You’ll establish policies and procedures to manage, operate, and market the GSA Leased Fleet shared service and plan and implement the fleet accounting and reporting standards.
  • You’ll build and strengthen strategic and operational partnerships with Federal agencies, internal GSA organizations, and industry partners.
  • You’ll continuously improve practices to ensure customer expectations are met in a timely and cost effective manner, and comply with acquisition rules and regulations.
  • You’ll provide leadership, mentoring, and supervision to direct reports and, through them, to the entire team to foster the development of a world-class workforce.

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Your resume must show possession of the Executive Core Qualifications (ECQs) listed below but must not address the ECQs through separate narrative responses.

You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below. Your resume should also corroborate your possession of the MTCs. Your supplemental MTC statement must be restricted to no more than one (1) page per MTC. MANDATORY TECHNICAL COMPETENCIES:

1. Demonstrated ability to direct and manage a large, complex and comprehensive nationwide fleet acquisition program, fleet management operation and large-scale fleet management technology system.

2. Broad, senior level experience in improving both customer and supplier experience, designing and activating customer experience (CX) strategies, prioritizing a customer and supplier’s viewpoint in decision-making processes, and defining and tracking key performance indicators (KPIs) to measure success.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
