THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the AUDITOR (DIRECT HIRE), GS-0511-7/9/11/12, is to perform audits on a variety of programs and to assess efficiency, effectiveness and compliance with program laws, regulations, and provisions. In a state with 4 or more auditors, serves as an auditor-in-charge of audit programs or difficult audit projects. Synthesizes the work of team members to develop a completed audit product; assesses the progress of subordinate team members in their individual assignments; and provides performance feedback to team members regarding weaknesses and approaches to fact-finding. Such information is provided to a higher level supervisor for consideration in interim and annual performance appraisals, and assessment of overall program management.
Performs complex professional accounting and review activities involving in the analysis of accounting records.
Drafts reports, which present findings, identifies causative situations and recommends corrective action.
Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems.
Applies laws, local policy, regulations, and guidelines to ensure that audit coverage is appropriate to meet established audit objectives.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
At the lower grade level of 07/09/11, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.
May make additional selections within 90 days of eligible(s) issuance.
Basic Qualification Requirements: Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Security Clearance: at a minimum a National Agency Check is required prior to position assignment.

AUDITOR (DIRECT HIRE), GS-0511-07 (Trainee): In addition to meeting one of the Basic Requirement, must have one year of specialized experience at the GS-06 level have at least six months of basic finance or audit training or competencies that provided knowledge of financial and audit principles and procedures. Experience includes activities such as: 1) performs non-complex professional accounting and review activities involving in the analysis of accounting records.; 2) advises on accounting and auditing theories, practices, techniques, and standards; 3) Drafts reports, which present findings, and identifies causative situations.
AUDITOR (DIRECT HIRE),GS-0511-09 (Trainee) In addition to meeting one of the Basic Requirement, must have one year of specialized experience at the GS-07 level and have at least 12 months of finance or auditor experiences and present a full range of competencies that demonstrated the capabilities to apply auditing program principles and procedures. Experience includes activities such as: 1) Performs medium complex professional accounting and review activities involving in the analysis of accounting records; 2) Determines the scope of studies based upon a review of material received, familiarity with operations and relationship of financial management and its automated systems; 3) Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability; 4) Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data; 5) Drafts reports, which present findings, identifies causative situations and recommends corrective action.
AUDITOR (DIRECT HIRE),GS-0511- 11 (Trainee) In addition to meeting one of the Basic Requirement, must have one year of specialized experience at the GS-09 level and have at least 24 months of auditing experiences and competencies that provided knowledge of auditing principles and procedures. Experience includes activities such as: 1) Performs complex professional accounting and review activities involving in the analysis of accounting records; 2) Determines the scope of studies based upon a review of material received, familiarity with operations and relationship of financial management and its automated systems; 3) Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability; 4) Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data; 5) Drafts reports, which present findings, identifies causative situations and recommends corrective action.
AUDITOR (DIRECT HIRE),GS-0511-12: In addition to meeting one of the Basic Requirement, must have one year of specialized experience at the GS-11 level and have 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent audit assessments of an organization's structure, performance, efficiency, program, activity or function. Experience includes activities such as: 1) Audit preparations, planning, conducting, and reporting with a full-range of competencies in the auditing business; 2) Audit experiences included adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems; 3) Presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs; 4) Auditor experiences and training that demonstrated abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-12 position indicated above may be considered for GS-07/09/11 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-12 upon meeting full qualifications and recommendations of supervisor.
