Summary

This position is located in the United States Department of Agriculture (USDA), National Agricultural Library (NAL), Data Production Division. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will provide expert technical advice, guidance, and coordination for NAL's Library Services Platform (LSP).

Duties

Help
  • Serving as the LSP systems administrator and main technical lead, the incumbent directs and coordinates testing for new functionality and system upgrades.
  • Evaluating current utilization of systems modules and workflows to recommend modifications to workflows and system configurations as needed to increase efficiency.
  • Acting as liaison between vendor and library staff members to resolve complex problems.
  • Maintaining group and user account management, catalog rules, collection, and UI (user interface) settings, and LSP global functions.
  • Managing incoming data feeds including acquisitions and other data; complex bibliographic, holdings, and item data; and patron data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirement:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND
In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience serving as systems administrator for a Library Services Platform (LSP); working with a large digital, electronic, and physical collection of 500,000 items or more; maintaining group or user account management, catalog rules, collection, or other user interface settings for a Library Services Platform (LSP); implementing Application Program Interfaces (APIs); creating and modifying custom and standard reports using a Library Services Platform (LSP) analytics tools; preparing and presenting briefings to senior management concerning complex library systems programs and initiatives; and developing technical policies and reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
