Duties

Help

  • Prepares documentation for the Program Office to support funding actions for contracts and interagency agreements.
  • Interacts and confers with Program Directors and subject matter experts in the areas of science support, logistics and infrastructure to provide contract support to meet operational needs.
  • Gathers information from various sources and performs analyses to determine the best approaches for funding operational and research support requirements.
  • Oversees the process for identifying the most advantageous contracting options for meeting operational requirements.
  • Performs analysis and research to resolve situations in which there is conflicting information from vendors on their technical capabilities and service offerings.
  • Serves as the technical lead for working with NSF’s Contracts Branch.
  • Collaborates with the Contracting Officer's Representatives (CORs) on preparing and maintaining files.
  • Tracks and reconciles approved budgets to actual expenditures, available funding and invoices submitted by Federal agencies and contractors.
  • Collaborates with the CORs on the development and tracking of contract performance metrics and provides technical assistance for the development of award fee reports.
  • Serves as a resource person on developing and implementing processes and procedures for monitoring the receipt of contract deliverables and reviewing documents for compliance with contract terms and conditions.
  • Provides guidance, advice, and technical consultation to the CORs on monitoring the contractors’ change management process.

Qualifications

To qualify at the GS-12 level you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal Service. Examples of specialized experience include: applying analytical and evaluative methods to issues or studies concerning the efficiency and effectiveness of program operations, i.e., contracts and interagency agreements; preparing documentation to support funding actions for contracts and interagency agreements; tracking and reconciling approved budgets; collaborating with Contracting Officer’s Representatives (CORs) on the development and tracking of contract performance metrics and providing technical assistance for development of award fee reports.

A current COR certification is preferred.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION. DETAILS MAY NOT BE MADE PERMANENT.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

* Supervisory approval is NOT required to apply to this opportunity, but, supervisory approval will be required before the detail may be made effective. 

* Any candidate selected for a detail will remain at their current grade and rate of pay.

* This detail/temporary promotion is for a period of 120 days and may be extended in 120 day increments up to one year without further competition.

* The detail/temporary promotion may be terminated at any time during this period.

* Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade. 

* If selected for a temporary promotion, you may be made permanent without further competition at the discretion of the hiring office.

Relocation Expenses will not be paid.
