The Chief Economist serves a senior advisor and subject matter expert at GAO in a wide range of issues, approaches, and methodologies related to economic analysis and lends technical expertise across government.
Serves as an economic leader, facilitator, pacesetter, and strategic thinker in improving government operations and public policy.
Maintain a research agenda relevant to GAO's work and conducts high-impact economic analyses that inform Congress and the agency's strategic goals.
Provides advisory support to GAO economists in the development, design, and implementation of economic methods and models to evaluate the effectiveness of government programs.
Consults with specialists, analysts, and others to provide guidance on research methodologies; the design and implementation of data collection strategies; and methods to gather and analyze complex data sets.
Provides authoritative advice and consultation to the Executive Committee, Managing Directors, and other senior management on economic matters.
Keeps abreast of emerging economic research affecting our understanding of government programs to examine proposed policy and program changes from an economic perspective.
Participates in deliberations and decisions having office-, agency-, and government-wide implications.
Ensures integrated project management for program activities; enabling greater efficiencies in business processes and management practices.Incorporates program evaluation information into policy to ensure operations, programs, and activities are conducted in accordance with established methods and procedures and proper measures are taken to address anomalies and eliminate or mitigate risk.
Fosters collaboration and knowledge sharing on emerging economic methods and research findings with executives in other organizational units and across the agency to promote knowledge of economic methods relevant to GAO audits.
Directs the preparation and presentation of testimony for use at congressional hearings.
Represents GAO in contacts with members and committees of the Congress and their staffs, as well as representatives of other federal departments and agencies, state, local, and foreign governments, industry, and other segments of the private sector.
Provides technical assistance to Congressional Committees.

Qualifications

Technical qualifications
The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
The technical qualifications for this position are:
Experience producing and publishing high-quality empirical research in economics or a related field.
Experience using social science research techniques and advanced statistical methods, such as machine learning, to enhance causal inference and predictive analytics.
Experience designing research plans and innovative methodologies to quantify hard-to-measure outcomes.
How your experience will be evaluated
Examples of qualifying experience include:
Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for this position. Special attention will be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations to determine if they are qualifying:
Economic statistics;
Industrial surveys;
Management of individual business enterprises, including farms;
Industrial planning;
Writing or editorial work in economic subjects; and
Financial market analysis.
Education

You must have one of the following:
A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
Courses equivalent to a major in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus and appropriate experience or additional education.
