Summary
The Chief Information Officer serves as the principal information technology advisor to the Chief Administrative Officer, the Executive Committee, and other senior officials; and exercises responsibility for leading the strategic planning and implementation of a comprehensive information technology management program.
Leads the development, coordination and maintenance of a highly available, reliable, and secure integrated information technology system; and guides IT modernization in support of agency missions, goals and objectives. Applies innovative IT concepts in the development and design of an optimal IT organizational structure.
Establishes an IT vision, and designs and implements new programs or processes that align with agency business strategy. Collaborates with senior officials to ensure the business needs of teams and offices are understood and integrated.
Provides authoritative recommendations and solutions to challenges in the utilization of IT systems and processes, and continuous improvement in methods of IT operations.
Plans and manages the financial and technological resources and human capital needs. Manages GAO's IT budget and oversees and advises on IT spending throughout the Agency to ensure consistency with overall strategic objectives, mission and program needs, and Agency priorities. Leverages metrics and performance indicators to effectively monitor and manage resources.
Recommends the acquisition and/or development of existing or emerging information technology solutions. Directs the project planning, development, implementation, and maintenance of all IT investments, including multi-year, complex commercial off-the-shelf (COTS) products, cloud services and enterprise-wide information technology systems.
Directs a professional staff of IT Specialists and contractors. Ensures effective management of human resources and office operations including workload, staffing, performance, training and development and/or adverse actions.

You must serve a 1-year Senior Executive Service probationary period unless you've already completed one.

Experience collaborating with stakeholders across an organization and across government and industry to leverage enterprise IT solutions to meet critical mission needs.
Experience managing the full range of budget, financial, and procurement programs critical to providing IT services at an enterprise-wide level.
Experience establishing strategic goals and benchmarks for technology at the organization level and establishing programs to monitor and measure progress.
