Summary

Serves as IT Human-Centered Design (HCD) Lead in NASA's Office of the Chief Information Officer (Digital Transformation), driving creation of user-centered designs for a variety of digital transformation challenges with reach back into NASA IT for implementation. It requires proficiency in both related user-research and design acumen. Leads projects with other HCD specialists who have secondary specialties in user experience, application architecture, data science and cybersecurity.

Help
  • Serves as a Human-Centered Design specialist working to solve customer pain-points and advises management and stakeholders on best practices for designing customer-focused products, processes, and their design.
  • Reviews prior research, finds gaps, develops approaches; Selects research methods and tools; Performs qualitative research; Develops and facilitates workshops, focus-group discussions, interviews and participatory research.
  • Distills user-research into actionable insights; Documents project progress; Develops presentation experiences (beyond basic MS PowerPoint).
  • Translates research findings by creating low fidelity prototypes (e.g. wireframes, pilots etc.); Tests and validates ideas with users, then pivots and iterates prototypes based on actual findings.
  • Works with Strategy Architects, Human-Centered Design researchers and IT Product/Service experts to develop minimum viable products and making sound rationalizations for strategic recommendations.
  • Creates final designs and builds final art (e.g. graphics, story boards, etc.) that effectively communicate complex information and concepts into simple terms to users, stakeholders and executives from customer side and provider.
  • Performs the above Human-Center Design practices with expertise from one or more of the following subject matter perspectives: Master Designer, Data Science, User Experience, Application Architecture, or Cybersecurity.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Facilitating customer IT design activities to solve problems and improving processes that cross organizational boundaries (e.g., department, group) using a human-centered design approach that includes multiple phases of the design process (i.e. user-research, analysis & synthesis, ideation & prototyping, strategic thinking and creative design);
  • Facilitating IT workshops with participants at different learning and ability levels from varying levels of authority (i.e. line staff, Supervisors/Managers, and/or executives);
  • Utilizing Human-Centered Design thinking methods using Design principles and their application to human behavior to visualize and generate rapid prototypes and mockups;
AND
If you are qualifying based on experience, you must also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
