Duties

Help

This position serves as a member of the Learning Management Systems (LMS) team, whose daily work requires application of a wide range of analytical, consultative, system and management support principles, processes, and systems used to expertly oversee multiple inter-related aspects and functions of the LMS.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments includes:    

  • Identifying, planning and executing test scenarios to validate enhancements and operability of eLearning portfolio releases and to detect adverse/unintended impacts.
  • Performing access control and accounting in compliance with established security procedures.
  • Providing direct consultative and trouble-shooting support to training professionals, instructional systems specialists, Training Division managers, and supervisors across USCG, and with counterpart Learning Management System (LMS) administrators.
  • Developing, executing, updating an extensive testing rubric and maintaining it as instructional software changes occur.
  • Using enterprise tools and the Sharable Content Object Reference Model to define, collect, analyze and report data used to assess LMS performance and agency-wide activity, trends, and spot best/sub-optimal practices (outliers).
  • Supports routine audits of all existing content in the LMS to ensure it remains valid, accessible, and aligned with other content in the eLearning Portfolio.

Qualifications

GS-9: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: assesses accuracy of an entire eLearning portfolio and updates it as training content and strategies change; as new issues or problems are detected in an LMS, assesses eLearning portfolios for implications and updates accordingly; identifies defects within an eLearning system and researches all potential causes both direct/indirect; devises solutions to either manage or work around system problems; writing highly-technical descriptions of the problem and functional requirement expectations for proper system operation.

master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

Combination of graduate level education beyond the first 2 years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position.

  • Ability to use automated systems information technology and its applications and supporting software in order to plan and implement education/training tracking and evaluation.
  • Knowledge of the principles and practices of quality management programs, statistical analysis, or similar analytical and evaluative methodologies and techniques for a range of eLearning functional areas.
  • Ability to communicate orally and in writing to present suggestions, with conclusions, alternatives and recommendations, on national policies, projects or studies.
