The incumbent serves as a Business Interface Representative (Sharable Content Object Reference Model (SCORM) Learning Management System (LMS)), located within the FORCECOM Business Operations Division. Incumbent is a member of the Business Technology Management Branch, which supports all aspects of daily operation, maintenance, and quality assurance for the USCG LMS. Work requires application of a wide range of analytical, consultative, system and management support principles, processes, and systems used to expertly oversee multiple inter-related aspects and functions of the LMS.  

Being a Coast Guard civilian makes you available member of the Coast Guard team. Typical work assignments include:

  • Providing creative and economical solutions when problems (software bugs) present, to design workarounds that involve cutting edge technology and maximize functionality.
  • Testing and implementing Learning Management System (LMS) quarterly releases and enhancements, works with team to identify, plan, and execute test scenarios to validate enhancements and operability and detect for adverse/unintended impacts, determines which releases should be implemented and, collaborates with the LMS provider to resolve issues in a timely fashion.
  • Assisting in planning the use of a complex organizational-wide LMS system and configures multiple interrelated features to behave in a way that supports diverse organizational wide business processes.
  • Troubleshooting and resolving LMS help desk tickets escalated by the USCC Service Desk and follows up with internal customers; provides feedback and follows through to resolution.
  • Providing authoritative advice and consultative support to Instructional System Specialists, Training Administrators, and Training Program Managers on the prescribed settings, operational functionality, and capabilities expected by the LMS, to properly configure their locally-developed eLearning (SCORM/AICC) courseware.

Qualifications

At the GS-11 level:  Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: assesses accuracy of an entire eLearning portfolio and updates it as training content and strategies change; as new issues or problems are detected in an LMS, assesses eLearning portfolios for implications and updates accordingly; identifies defects within an eLearning system and researches all potential causes both direct/indirect; devises solutions to either manage or work around system problems; writing highly-technical descriptions of the problem and functional requirement expectations for proper system operation.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

  • Knowledge of industry practices research and application; management techniques and theories; organizational structure; and planning and control systems.
  • Knowledge for all aspects of a complex organizational-wide Information Technology (IT) Learning Management System (LMS), is an organizational-wide authority on the operation of that system, and is capable of performing system administration functions, based on permissions.
  • Knowledge of the application of new theories and developments to problems not susceptible to treatment by accepted methods, and made decisions or recommendations that significantly change, interpret, or develop major USCG-wide training policies or programs.
  • Knowledge of the entire LMS, including design, engineering, installation, implementation and project management concepts.
