The Office of Audit Services-Cybersecurity and IT Audits Division duties for the IT Specialist (INFOSEC) include but not limited to:

  • Oversees a team of specialists responsible for performing a variety of IT audit, cybersecurity assessment and advisory duties, as well as reviewing and communicating technical information during IT audit reviews, evaluations, or special projects involving information systems, information security (INFOSEC) programs, or IT operations.
  • Manages staff to ensure INFOSEC requirements for the OIG Cyber Range Lab are satisfied throughout the design, implementation, and maintenance stages of the system.
  • Prepares detailed written technical reports and work papers, presents audit findings and recommendations for review and examination by senior management; and makes oral presentations of findings.
  • Advises the division director and represents the team as a technical expert on planned or ad-hoc groups, meetings, or speaker panels.
  • Identifies security vulnerabilities, as well as cyber threats, such as, outside attackers accessing government systems from the internet or from within the organization.
  • Plans and executes formal and informal training sessions to the Division audit staff to assist them in keeping pace with state-of-the-art and technical applications in audits.
  • Plans, coordinates, and directs work assignments, schedules and reschedules staff assignments due to changing deadlines and special project requests.
  • Plans, directs, and coordinates the review of the design, development, and modification of planned and existing DHHS and contractor computer systems and networks for application in Departmental programs and provides consultation and technical advice in the conduct of information systems (IS) audits.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:: For the GS-14 applicants must have 1 year of specialized experience equivalent to the GS-13 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position Examples of qualifying specialized experience: (1) providing strategic direction in regards to cybersecurity and/or information technology audits or assessments (2) evaluating and recommending the deployment of cybersecurity solutions and applications; and (3) coordinating, planning and implementing cybersecurity projects or other special IT related projects that will be presented to various levels of leadership on a regular basis.

Certification in at least one of the following preferred but not required: CISSP, CISA, CEH or similar.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.
