As the Division’s chief operations expert, the incumbent reports to the Deputy Division Director and carries out operational management and administrative leadership in the Division. The incumbent is responsible to the Division Director for strategic planning with respect to Division operations and leading all business execution activities in the Division including: human resource; budget preparation, execution, and oversight; grant and contract administration; business and IT processes; and space management. Specifically, the Operations Manager:
Serves as a member of the division leadership team, participating in strategic planning for the organization and effectively communicating TIP policies and plans across the Division.
Serves as the Division’s chief administrative liaison with other organizations within the agency, with other federal agencies, and with the scientific community.
Focuses on the alignment of Division operations (e.g., financial, human resources, contracting, program support, management analysis) with program objectives. Develops strategies for forecasting, acquiring, and allocating resources based on Division needs and partners with senior management to make decisions and implement new business processes based on new policies and procedures.
Identifies requirements and develops and implements effective, efficient business processes including policies, workflow, and standard operating procedures for assigned projects.
Evaluates the effectiveness of administrative procedures, recommends changes as needed.
Coordinates and administers Division’s human resource program and establishes and implements internal oversight and evaluation policies.
Collaborates with human resources specialists in finding solutions to management problems; Initiates and/or reviews confidential recommendations and supporting documentation for personnel actions.
Oversees and coordinates the preparation and analysis of the Office of Management and Budget (OMB) and Congressional budgets. This involves close coordination with TIP Office of the Assistant Director (OAD) staff in the development of strategic planning, budget projections, justifications, and long-range estimates.
Provides management and oversight of all divisional financial resource management activities.
Works collaboratively with other Division Operations Managers across TIP and the agency to manage cross-cutting budgetary activities and commitments. Monitors Research and Related Activities (R&RA) and Agency Operation and Award Management (AOAM) financial accounts.
Provides oversight for and serves as the Contracting Officer Representative on division contracts.
Provides feedback on sponsorship agreements and other arrangements that the Division utilizes to fund communication and outreach to nontraditional communities.
Identifies and resolves significant and complicated problems that arise, and develops and implements new or improved policies, procedures, and guidelines to improve the efficiency and effectiveness of program operations.
Oversees report server queries and other preparation done by Program Analysts within the Division. Coordinates, revises, and verifies the data pulled to ensure consistency and accuracy of the data.
Serves on NSF-wide working groups, such as business committees and the Administrative Management Group.
Provides administrative and technical direction as well as administrative supervision of administrative staff members: plans and assigns work; sets priorities, develops performance standards; evaluates performance; provides advice and counsel; interviews; candidates; recommends appointment/promotion/reassignment; addresses complaints; effects minor disciplinary actions; identifies training needs; and furthers equal employment opportunities.

Qualifications
For the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in Federal service managing operational activities for an organization. Examples of specialized experience include: managing human capital resources; independently developing and formulating operational and program budgets; serving as a Contracting Officer Representative (COR); analyzing and developing solutions to organizational issues; and providing technical oversight of staff.
Education
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
