The Resource Management Branch at NASA Armstrong Flight Research Center is currently seeking interested candidates to serve as a Resources Analyst.   • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Administers fund control activities and develop and analyze accounting data for financial reporting.
  • Assists the DCFO in the Management and Overseer of budget operations described as: Budget formulation and execution for an Agency organization or program.
  • Identifies trends and take action to ensure adequate funds for program coverage, prepare allocations and operating budgets and execute funds.
  • Monitors, tracks, and reports on program obligations and costs, assuring that funding data is entered into agency financial system correctly and conducts annual year-end closing activities and reconciliation with accounting records.
  • Participates in budgeting activities and is responsible for bringing together the work of the technical managers, the institutional managers, and resources management specialists in preparing the Center Budget.
  • Prepares annual budget formulation documents and ensures that all reconciliations are made to workload data, accuracy, and distribution of programs.
  • Provides guidance about general cost accounting procedures; uses complex cost accounting functions including analyses and reconciliations, financial reporting assignments, accounting control, obligations and cost transactions.
  • Provides proposal support, workforce planning, etc. Activities may include financial management of contract tasks and grants, and budget formulation, execution, reporting and analysis for a variety of developmental or scientific research programs.
  • Reviews and formulates budget policy and guidance for use in developing an integrated budget for a significant organizational component or to fulfill multi-year objectives for a program with national impact.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:

  • Working with financial/accounting systems and reporting to support team members with analyses, reconciliations, accounting and financial reporting functions for an organization;
  • Analyzing financial and budgetary relationships to assist with developing recommendations for financial and/or budgetary actions;
  • Performing reconciliations, financial reporting and accounting analyses supporting an organization's business operations.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher level graduate education in an appropriate field; or LL.M., if related
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Participating on a team to support other resources analyst to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program;
  • Participating in the entire contract life cycle (from pre-solicitation to close out) to ensure that resources are adequately managed on both the government and contractor sides;
  • Supporting the management of contracts' proposals, rates analysis, and funding profiles.
