As an Education Program Specialist, GS-1720-14, you will be responsible for:
• Serves as a nationally recognized authority for the policy development and guidance of cybersecurity initiatives related to K-12 education..
• Provides professional leadership and guidance to Department and state officials to plan, develop, coordinate, and carry out the assignments.
• Provides leadership and expertise to improve and evaluate the assigned activities. Develops, tests, and applies new program approaches and innovative techniques to better meet Department K-12 cybersecurity goals.
• Serves as the program manager for one or more grant programs. Provides leadership in drafting and interpreting legislation for regulatory requirements and Department policy.
• Designs, develops, and implements program policy, rules, criteria, and regulations to advise, prepare reports, and support agency policy development impacting the Department’s K-12 cybersecurity goals.
• Demonstrates expertise in disaster response planning including steps for resuming normal operations after any kind of cybersecurity incident affecting a network, hardware, or backups.
• Represents the Program Director at meetings with Federal, State, and local officials, and other agencies involved in K-12 cybersecurity efforts and other school safety planning and program activities.

  • REMOTE WORK: If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location anywhere in the United States or US territories. Participation must be requested and approved by the supervisor and there must be a signed remote work agreement.
  • TELEWORK ELIGIBILITY: If selected for a non-remote position, you may be eligible for occasional telework and you are required to report to the office on a regular basis. Qualifications

Specialized Experience for the GS-14

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience writing policy letters, program regulations, or non-regulatory guidance documents at the State and/or Federal level.
2. Experience in disaster response planning including steps for resuming normal operations after any cyber incident.
3. Experience implementing program policy, rules, or regulations that impact K-12 cybersecurity environments.


Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Skilled in education theories, principles and practices and the roles of the federal, state, and local governments sufficient to plan, evaluate, and advise on funded educational programs, their requirements, and problems.

2. Knowledge of grant and contracts management policies, procedures and experience handling Federal grant programs.

3. Knowledge and experience developing strategies to deal with issues related to K-12 cyber systems.

4. Ability to assess innovative approaches to long-standing problems related to educational soundness likelihood of success, feasibility, and consistency with program objectives and impact on program cybersecurity initiatives.

Education

Applicants must meet both the specialized experience and basic education requirements

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

OR

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
