Summary

This vacancy is for a Supervisory Information Technology Specialist (Information Security) or INFOSEC you will work in the Office of the Secretary (OS), in the Office of the Chief Information Officer (OCIO) within the Department of Commerce. You will serve as the Division Chief for the National Security Solutions and Services Division (NS3) responsible for alignment of major campus- and enterprise-wide national security information technology strategy, security, plans, and systems.

OCIO is responsible for implementing Departmental Enterprise-wide cybersecurity policies, standards and guidance, and ensuring the confidentiality, integrity, and availability of information technology (IT) systems, networks and data in support of the Department's mission.

As the Supervisory Information Technology Specialist (INFOSEC) you will:

  • Plan, develop, and coordinate enterprise-wide national security IT programs and strategies including systems operations, security, maintenance, development, and testing.
  • Consult agency management on threats, risks and vulnerabilities of national security IT programs throughout the agency.
  • Ensure the rigorous application of information security/information assurance policies, principles, and practices to all components of the national security systems.
  • Oversee and enforce project management standards for the development, operation, maintenance, and protection of national security information systems. Monitor and evaluate progress of national security IT projects.
  • Coordinate and conduct governance and portfolio management activities associated with ensuring compliance with the enterprise security architecture. Responsible for the analysis, planning, design, implementation, documentation, assessment, and management of departmental main campus- and enterprise-wide national security Information Technology (IT) project management and operations.

Qualifications

BASIC REQUIREMENT: In the Information Technology Specialist, GS-2210 occupation you must have Information Technology (IT) related experience demonstrating each of the following competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations .Your resume must clearly describe your relevant experience.

AND

SPECIALIZED EXPERIENCE: To qualify at the GS-15 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level. Experience must be IT related. You must meet ALL of the Specialized experience defined as:

  • Planning and implementing Information Technology (IT) National Security programs and strategies; and
  • Briefing senior leadership and high ranking officials on threats, risks, and vulnerabilities associated with IT National Security Systems and making recommendations for solutions; and
  • Managing and overseeing National Security projects and
  • Enforcing information security/ information assurance policies, principles, and practices.

You must meet all qualification and eligibility requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP applicants MUST submit the following documents:

  1.
